He explained that this was a mechanism by which <br />residents could purchase reasonably affordable flood insurance which otherwise would be astronomical <br />without the City's participation in the program. Dr. Brock advised that the City's flood regulations had last <br />been updated in 2007 and Ordinance 18-1476 was mainly for the purpose of updating the City's Code to <br />remove redundancies with the updated Florida Building Code and clarifying some requirements, while <br />retaining regulations specific to the City of Casselberry not contained in the Florida Building Code. He did <br />note that one significant change made was to expand the City's variance process to require that protests to <br />a variance decision go through the Planning and Zoning Commission prior to going to the City Commission. <br />He further explained that this process was something the State of Florida was requesting the City do in <br />order to participate in the Community Rating System (CRS), and that participation in CRS was a goal which <br />was set out in the City's new Stormwater and Lakes Management Master Plan. He added that adoption of <br />Ordinance 18-1476 would help toward that effort of joining the CRS, which would in turn result in reduced <br />flood insurance rates benefitting the City's residents. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />18-1476 on first reading. <br />Audience Participation: No one came forward to address Ordinance 18-1476. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1476 on first <br />reading, as presented.
