CASSELBERRY CITY COMMISSION <br />Minutes of October 30, 2017 —Special Meeting <br />Page 18 of 23 <br />Mr. Neil Landgrebe, 451 Lilac Road, expressed concerns about the language on the utility <br />bills stating that water service would be turned off the next day following non-payment, <br />noting he felt it was intimidating to the customer. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 17-1469. <br />City Attorney Reischmann read into the record an amended version of Section 7. Effective Date. of <br />Ordinance 17-1469, for clarification, as follows: "This ordinance shall become effective October 30, 2017; <br />however, all the utility charges shall become effective January 1, 2018, except that the system development <br />charges depicted in Attachment B shall not become effective until February 1, 2018." <br />Budget Impact: Adoption of Ordinance 17-1469 could lead to enhanced revenue above that which was <br />estimated in the Budget for FY 2018. A budget amendment may follow later in the year, if needed. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Ordinance 17- <br />1469 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1469 on second and <br />final reading, as amended by the City Attorney as to Section 7. Effective Date. <br />Motion was seconded by Commissioner Hufford. <br />Discussion: A brief discussion ensued during which some of the Commissioners reiterated that a very <br />detailed study had been done and a workshop held to discuss the issue of whether an increase was necessary <br />in order to repair and improve the City's aging infrastructure and it was agreed by the Commission as a <br />whole that even though it may present a bit of a hardship for some, an increase was necessary for these <br />reasons, in addition to keeping up with the costs incurred due to regulations implemented on the federal <br />and state levels. In response to a request from Mayor Glancy, Public Works Director Mark Gisclar gave <br />brief overview of what the City was doing relating to preserving and improving the City's water system <br />infrastructure to ensure delivery of safe, clean potable water to its residents and keeping abreast of <br />environmental agency regulations, including securing millions of dollars in grants and implementing capital <br />improvement projects such as the pipe bursting projects to remove the old asbestos pipes, water main <br />replacements, and improvements to the water and wastewater plants. He noted that the City is continuing <br />this process by having the rate study done every three years in order to determine what increases are <br />necessary, if any, to continue to fiend the needed maintenance and repairs of the utilities infrastructure and <br />by making smaller incremental increases as opposed to an insurmountable increase which could be <br />necessary if the City should fall behind in keeping up with the needed improvements on an ongoing basis. <br />Motion carried by voice vote 4-1, Vice Mayor Aramendia dissenting. <br />B. Second Reading of Ordinance 17-1470 — Official Future Land Use Map <br />Amendment for Property Located at 380 West Melody Lane (LPA 17-08) <br />The City Clerk read Ordinance 17-1470 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY AMENDING THE FUTURE LAND USE MAP, <br />
