CASSELBERRY CITY COMMISSION <br />Minutes of October 30, 2017 — Special Meeting <br />Page 16 of 23 <br />o Residents should adjust their fertilizer use based on the average nutrient levels in their <br />reclaimed water <br />o Calculator being developed for resident use <br />Costs and Resource Impacts <br />o Utilize current educational outreach program to develop and print brochures, posters, <br />pamphlets, as well as PSA's (Public Service Announcements) <br />o Cities already contribute to NPDES (National Pollutants Discharge Elimination <br />Systems) and FYN (Florida Yards & Neighborhoods) programs <br />o Enforcement specific to municipality <br />o Cities may adopt by reference <br />www.seminotecouMfl.gov/fertilizer <br />o 1 consistent ordinance County wide <br />o 1 consistent education message County wide <br />o Cities already provide NPDES and FYN funding for stormwater education outreach <br />o Seminole County just received a $150,000 grant from DEP (Department of <br />Environmental Protection) for fertilizer education program <br />In response to questions from the Commission, Ms. Wetzel advised that a component of the education <br />program involved offering training to big box store employees and also that the cities would be able to <br />utilize any of the training materials on the county's website for use within their own jurisdictions for <br />educational programs, including pamphlets and flyers used for inclusion with utility bills, and that <br />volunteers and various environmental groups would be assisting with all the education and outreach <br />programs. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />17-1472 on first reading. <br />Audience Participation: The following individual came forward to address Ordinance 17-1472: <br />Ms. Phyllis Hall of Altamonte Springs spoke in favor of Ordinance 17-1472 on behalf of <br />the Seminole Audubon Society. <br />No one else came forward. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 17-1472 on first <br />reading, as presented. Motion was seconded by Commissioner Solomon. <br />Discussion: Commissioner Hufford suggested it would be very appropriate to include a speaker or other <br />type of information at the Earth Fest event in April regarding the fertilizer ordinance, and Ms. Williams <br />agreed that was something that could be planned for the event program. <br />Motion carried unanimously by voice vote 5-0. <br />
