CASSELBERRY CITY COMMISSION <br />Minutes of May 22, 2017 — Regular Meeting <br />Page 9 of 12 <br />creation of districts; possibility of looking into an arts district on the west side of U.S. Highway 17-92; staff's <br />continuation of the same approach to the districting process, including notifications and public meetings to get <br />citizen input; suggestion that Lakes District Community Advisory Board members should be included at the <br />public meetings for new districts to provide first-hand knowledge of the process and what could be expected; <br />possible one-year timeframe for creating each district and getting up and running; desire to keep developments <br />together in one district rather than splitting named developments; possible locations for an artists' colony; and <br />the need for citizen buy -in and participation in the districting process and continued progress of the districts <br />once established. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Community Development Director requested City Commission <br />discussion and direction to Community Development staff relative to the creation and establishment of <br />additional neighborhood districts.. <br />CONSENSUS: The City Commission agreed by consensus to direct staff to initiate the <br />process for creating the Flower District, and to allow the citizens of the <br />area to determine the boundaries of the district and whether it should <br />include a portion of the Carriage Hill subdivision. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Don Collins, 3518 Peppervine Drive, Orlando, shared his experience of being affected <br />deeply at a young age by exposure to information about air, water and other types of <br />pollution, and urged the Commission to consider once a week garbage service instead of twice <br />a week in order to significantly reduce the City's carbon footprint. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, stated he thought the names for early plats <br />in the City were tied to the names of the lakes within the City, and also that he did not see a <br />problem if part of the Carriage Hill subdivision overlapped into the proposed Flower District. <br />3. Mr. Raymond Simmons, 788 Mahogany Drive, advised he had become a resident of <br />Casselberry in March 2017 and was enjoying finding out about the City through the City's <br />website and social media, especially relating to the healthy communities element of the <br />Comprehensive Plan and support for creation of a community garden. He added that he <br />would appreciate additional information about the benefits of creating districts as discussed in <br />the previous agenda item. <br />No one else came forward. <br />
