CASSELBERRY CITY COMMISSION <br />Minutes of May 22, 2017 — Regular Meeting <br />Page 8 of 12 <br />No items were presented for consideration on this agenda. <br />A. Police Officers' & Firefighters' Pension Board Appointment <br />MOTION: Commissioner Hufford moved to appoint Mr. Doug Matthews to the Police <br />Officers' & Firefighters' Pension Board to fill the vacant unexpired City - <br />appointed member term effective through November 30, 2018. Motion was <br />seconded by Vice Mayor Aramendia. Motion carried unanimously by voice <br />vote 5-0. <br />B. Neighborhood District Discussion <br />Staff Presentation: City Manager Randy Newlon first announced that Ms. Emily Hanna had been promoted <br />to Chief Planner and asked that the Commission join him in congratulating her on the promotion. Ms. Hanna <br />then gave an overview of previous Commission discussions relating to strategies for community improvements, <br />specifically noting that one of the strategies chosen was the creation of various named districts identifying and <br />branding certain areas of the City. She reminded the Commission that staff had been directed to start this <br />process with creation of the Lakes District, and she reviewed the process that had been followed which resulted <br />in the successftil creation of the District. She advised that the Lakes District had been officially formed and the <br />members of the Lakes District Community Advisory Board had already drafted and formalized their bylaws <br />and were currently working on creating a strategic plan and a list of projects they wished to accomplish over <br />the next 2-5 years. She noted that they even had a logo for the District created by artist Marla E which would <br />be used on their social media and in various marketing efforts. <br />Ms. Hanna stated that since the Lakes District was now up and successfully running on its own, staff was <br />seeking direction from the Commission on whether it was the desire ofthe Commission to continue districting <br />of Casselberry's neighborhoods, and if so, which district should be created next. She shared a map she had <br />created showing eight (8) potential districts which she had tentatively named based on location and distinct <br />characteristics within the community, which included: Lakes District (already created), North District, East <br />District, Griffin District, Flower District, Sunset District, Red Bug District and South District. She added that <br />the names of the districts would ultimately be subject to the communities themselves based on what they would <br />like to be called and where the district boundaries fell. <br />Discussion: Lengthy discussion ensued regarding previous Commission discussion about creation of the <br />Flower District after the Lakes District; boundaries for the various districts; inclusion or exclusion of portions <br />of the Carriage Hill subdivision within the Flower District; possibility of Summerset being designated as a <br />district due to the size of the development; options for various improvements within the districts; possibility of <br />a pocket or linear park within the Flower District; possibility for redevelopment within the districts; level of <br />citizen involvement in the districting process and continuing functions of the districts; citizen input regarding <br />
