CASSELBERRY CITY COMMISSION
Minutes of May 22, 2017 — Regular Meeting
Page 10 of 12
A. Procurement Information Report for the period 04/01/2017 through 04/30/2017
NIr. Newlon advised that the Procurement Information Report for the month of April, 2017 was contained in
the Commissioners' agenda packets for review. He noted that the report contained information about minor
contracts that were issued under delegated authority of staff during this period.
Reported he had enjoyed attending the grand opening celebration for the Bainbridge
Apartments and it had been a rewarding experience hearing from the developers what a
pleasure it had been working with City staff to move the project forward. He congratulated
staff and expressed appreciation to them for everything they did to make the project possible.
Advised that in response to a request from Commissioner Hufford at the April 24, 2017
Commission meeting for an update on the Code Compliance Division and code enforcement
efforts in the City, he had asked Community Development Director Randy Woodruff to speak
to the Commission at tonight's meeting to provide the requested information.
Community Development Director Randy Woodruff gave a brief overview of the reorganization of the Code
Compliance Division, explaining that the Division was now approximately 90% staffed, and the current staff
was comprised of a Code Compliance Coordinator, a Code Compliance Supervisor, a full-time Lead Code
Compliance Officer, a Rill -time Code Compliance Officer and a part-time Code Compliance Officer. He stated
that with this staffing the Division was able to provide coverage throughout the City seven days a week. He
advised that the staff had varying degrees of experience, with the Code Compliance Supervisor having
approximately 9 years of experience and the Lead Code Compliance Officer having over 10 years of
experience. He further explained that the other officers were currently receiving the necessary training.
NIr. Woodruff announced that the Division was now utilizing a code compliance software called CitizenServe
which had a link on the City's webpage for access and which allowed citizens to file complaints online and
also to follow the progress of the cases. He advised that the system had been implemented in September of
2016 and to date over 176 cases had been initiated through this software by citizens.
Mr. Woodruff concluded by stating that he and the code compliance staff were looking forward to working
with the Commission and suggested the possibility of a workshop for the Commission to become acquainted
with the staff and get more familiar with the complete code compliance process, including statutory
timeframes. In response to questions from Commissioner Solomon, NIr. Woodruff advised that staff was
currently working on legislation pertaining to designated parking areas which he hoped to bring to the
Commission in the near future.
The Commission as a whole thanked Nhr. Woodruff for his update, and expressed appreciation for the work
done by his staff. NIr. Newlon added that he would work on scheduling a workshop during the upcoming
summer months to have a more in-depth discussion about the code enforcement process.
