Ms. Hanna stated that these <br />guidelines would be unique to the City of Casselberry, as other cities had design guidelines within overlay <br />districts, but did not have blanket design guidelines. She added that when developing the guidelines she had <br />looked at other cities, including some outside the State of Florida that had a similar makeup as Casselberry, in <br />that they had major highways bisecting the city. In response to questions from Commissioner Meadows Ms. <br />Hanna explained that the site plan review had some flexibility in that it contained a waiver process in the event <br />it was found that any of the criteria were determined to be too onerous for a developer. She added that <br />amendments to the guidelines could be brought back to commission if staff determined it was necessary. Ms. <br />Reischmann added that that for any of the dimensional requirements a variance could be sought by the <br />developer. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1460. The following individual came forward to address Ordinance 17-1460: <br />Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the regulation of <br />design standards and urged the Commission to be careful about stifling the creativity involved <br />in the design of buildings which is what makes them unique. <br />No one else came forward to address Ordinance 17-1460. Mayor Glancy closed the public hearing relative to <br />Ordinance 17-1460. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 17-1460 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1460 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Discussion: Commissioner Meadows commended staff for the thought, time and energy that went into <br />preparing this ordinance, noting he was glad to hear that the City would be responsive if it was felt that one or <br />more of the elements may be hindering the City's development goals. He added that he was pleased that the <br />City would be requiring higher quality construction going forward while being cognizant and responsive to <br />the market. Mayor Glancy voiced agreement with Commissioner Meadows' comments and perspective, <br />noting that she was glad for the City to be a pioneer or trendsetter of something as positive as this could be. <br />She added that she was glad for the flexibility that was being included in the process and that the guidelines <br />were well received by the developers and local businesses that were contacted. She again thanked Ms. Hanna <br />for her presentation and the hard work of staff. <br />Motion carried unanimously by voice vote 5-0. <br />
