CASSELBERRY CITY COMMISSION <br />Minutes of June 12, 2017 — Regular Meeting <br />Page 12 of 17 <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1459. No one came forward to address Ordinance 17-1459. Mayor Glancy closed the <br />public hearing relative to Ordinance 17-1459. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 17-1459 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1459 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />D. Second Reading of Ordinance 17-1460 — Creating City Code Section 2-7.35 <br />Commercial Design Standards in the Unified Land Development Regulations and <br />Amending Article X Section 3-10.1 Appearance of site and structures (LPA 16-16) <br />The City Clerk read Ordinance 17-1460 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, CREATING SECTION 2-7.35, <br />COMMERCIAL DESIGN STANDARDS, PART IH UNIFIED LAND DEVELOPMENT <br />REGULATIONS, CHAPTER H, DISTRICT AND GENERAL REGULATIONS, ARTICLE VII, <br />GENERAL REGULATIONS, OF THE CODE OF ORDINANCES OF THE CITY OF <br />CASSELBERRY, FLORIDA, PROVIDING FOR DESIGN STANDARDS FOR ALL COMMERCIAL <br />DEVELOPMENT WITHIN THE CITY; AMENDING SECTION 3-10.2 APPEARANCE OF SITE <br />AND STRUCTURES, PART III UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER III, <br />PERFORMANCE CRITERIA, ARTICLE X, APPEARANCE, DESIGN AND COMPATIBILITY; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 17-1460 <br />was advertised in the Orlando Sentinel on Thursday, June 1, 2017. <br />Staff Presentation: Chief Planner Emily Hanna advised that Ordinance 17-1460 if adopted would create <br />Section 2-7.3 5 of the City's Unified Land Development Regulations (ULDR) to govern design standards for <br />future commercial development within the City along most of the City's major thoroughfares. She stated that <br />there had been no changes to the ordinance since first reading on May 8, 2017. In response to questions from <br />the Commission, Ms. Hanna explained that the new code section would require some height and design <br />guidelines for commercial development within the City, particularly along the City's major thoroughfares such <br />as State Road 436, U.S. Highway 17-92 and Seminola Boulevard. She advised that the proposed guidelines <br />had been created in response to conversations and concerns about the appearance of some of the commercial <br />buildings along those major thoroughfares. She added that what was being created were basic guidelines to at <br />least require the developer/builder to provide a product that was above and beyond what would normally be <br />provided. She noted that these would include certain building materials, certain building colors, articulation of <br />the front fagade and articulation of the roof line and would bring it back to the pedestrian scale which is what <br />was being market driven. She advised she had sent the proposed guidelines out to both prospective developers <br />
