CASSELBERRY CITY COMMISSION Minutes of Jame 12, 2017 — Regular Meeting Page 11 of 17 Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 17-1458 was advertised in the Orlando Sentinel on Thursday, June 1, 2017. Staff Presentation: Chief Planner Emily Hanna advised that Ordinance 17-1458 provided for amendments to the City's Unified Land Development Regulations (ULDR) relating to signs, and reminded the Commission that she had presented the proposed changes to the Commission at first reading. She stated there had been no changes to the ordinance since first reading on May 8, 2017. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 17-1458. No one came forward to address Ordinance 17-1458. Mayor Glancy closed the public hearing relative to Ordinance 17-1458. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 17-1458 on second reading. MOTION: Commissioner Solomon moved to adopt Ordinance 17-1458 on second and final reading, as presented. Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously by voice vote 5-0. C. Second Reading of Ordinance 17-1459 — Amending the City Unified Land Development Regulations, Chapter II, Article VII, General Regulations, Section 2-7.9 Accessory Structures (LPA 17-02� The City Clerk read Ordinance 17-1459 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 2-7.9, ACCESSORY STRUCTURES, OF THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, TO ADD LANGUAGE TO ALLOW ACCESSORY STRUCTURES IN EASEMENTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 17-1459 was advertised in the Orlando Sentinel on Thursday, June 1, 2017. Staff Presentation: Chief Planner Emily Hanna advised that if adopted Ordinance 17-1459 would amend the City's Unified Land Development Regulations (ULDR) to allow accessory structures within easements provided the applicants obtained letters of no objection from all affected utility providers. She stated that no changes had been made to the ordinance since first reading on May 8, 2017. In response to a question from Vice Mayor Aramendia, City Clerk Donna Gardner advised that Ordinance 17- 1457 pertained to the City's Comprehensive Plan and was currently being reviewed by the State of Florida. She stated it would come back to the Commission for second reading and adoption sometime in the fall of 2017.
