CASSELBERRY CITY COMMISSION <br />Minutes of February 13, 2017 —Regular Meeting <br />Page 9 of 14 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 82, <br />TRAFFIC AND VEHICLES, OF THE CITY CODE, BY AMENDING SECTION 82-2 TO UPDATE <br />PARKING CITATION FINES; AMENDING SECTION 82-55 TO REMOVE CONFLICTING <br />LANGUAGE; AMENDING SECTION 82-71 TO CLARIFY PARKING CITATION PROCEDURES; <br />AMENDING AND RENAMING SECTION 82-72 TO UPDATE CITATION RESPONSE <br />PROCEDURES; AMENDING SECTIONS 82-127 AND 82-134 TO CLARIFY PROHIBITION ON <br />CERTAIN TRUCKS IN RESIDENTIAL AREAS; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 17-1453 was advertised in the <br />Orlando Sentinel on Thursday, February 2, 2017. <br />Staff Presentation: Police Chief Larry Krantz gave an overview of Ordinance 17-1453 detailing the changes <br />which were proposed. He explained that the purpose of the requested amendments was to bring the fines and <br />processes for parking violations in line to be more consistent with other surrounding jurisdictions in Seminole <br />County; to clarify processes in order to ensure the ability to collect the fines which may be imposed; to remove <br />conflicting language in order to be consistent with language in the City's Unified Land Development <br />Regulations (ULDR); and to identify prohibition of parking of certain types of trucks in residential areas. <br />In response to questions from the Commission, Chief Krantz explained that the proposed process for <br />coordinating with the Florida Department of Highway Safety and Motor Vehicles to prohibit renewal of <br />vehicle registrations if there are outstanding parking citations had not previously been used by the City and <br />would not cost anything for the City to implement. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1453. Mayor Glancy opened the floor for public participation. The following <br />individual came forward: <br />Mr. Larry Littrell, 124 North Lost Lake Lane expressed concerns about the proposed time <br />frame for payment of citations, stating he felt additional time should be given to allow for the <br />election to file an appeal of the citation. <br />Chief Krantz clarified that when a citation was not paid within the specified time, the individual would receive <br />notification by mail and be given additional time before any further action would be taken. He noted that it <br />could be up to 60 days after issuance of the citation before additional action was taken and that the agency <br />could work with the individual to make payment arrangements if necessary. <br />No one came else came forward. Mayor Glancy closed the public hearing relative to Ordinance 17-1453. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Chief of Police recommended adoption of Ordinance 17-1453 <br />on second reading. <br />
