Motion was seconded by Vice Mayor Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />B. Inclusion of Skate Art Elements on the Talisman Trail <br />Staff Presentation: Randy Newlon gave an overview of this item, explaining that a portion ofthe site plan for <br />the Bainbridge Apartments project included a trail running from Oxford Road to U.S. Highway 17-92 and that <br />the developer had agreed to extend north across City right-of-way to connect to Piney Ridge Road. He added <br />that the City had entered into a Sidewalk Reimbursement Agreement with Bainbridge to fund this north/south <br />addition referred to as the Talisman Trail. He further explained that at the City Commission meeting on <br />January 23, 2017 City resident Mr. Larry Littrell had presented an offer from Team Pain Skateparks to donate <br />up to three "Skate Art" elements for inclusion on the Talisman Trail, and this would require a modification to <br />the planned construction of the trail to make room for these elements. At that time, the Commission had <br />directed staff to look into the possibility of including the Skate Art elements on the Talisman Trail, and staff <br />was now providing the requested information to the Commission and seeking guidance as to whether they <br />desired to move in this direction. <br />Discussion: A lengthy discussion ensued which included planning, installation and maintenance costs; liability <br />to the City; recommendations from the City's insurance provider; possible need for inspections, fencing or <br />buffering of the skate areas; expected completion date for the Parks Master Plan currently under development; <br />assumption of risk by users of the element; need for citizen input regarding Skate Art element; desire to inspect <br />results of survey included in Parks Master Plan process; enforcement of safety rules posted for skate element; <br />and places skateboarding is currently allowed in the City. Mr. Newlon advised that a draft report of the Parks <br />Master Plan is due to be released and distributed to the Commission and the public in March, with public input <br />following in April, and that hopefully the Plan will be presented to the Commission for acceptance in May of <br />2017. <br />Budget Impact: There is no budget impact at this time. If the City Commission concurs that inclusion of <br />Skate Art Elements on the Talisman Trail should move forward then the project would be formally planned <br />and a contract for construction would be assigned. A budget amendment would be brought forward in advance <br />of the award of a contract. <br />Recommendation: Staff does not recommend for or against this project. <br />Audience Participation: The following individuals came forward to address this item: <br />I . Mr. Larry Littrell, 124 North Lost Lake Lane, spoke in favor in installation of the Skate Art <br />elements on the Talisman Trail. <br />2. Ms. Colleen Hufford, 527 Queens Mirror Circle, spoke in opposition to installation of the <br />Skate Art elements on the Talisman Trail. <br />3. Ms. Shannon Campbell, 586 Queens Mirror Circle, spoke in opposition to installation of the <br />Skate Art elements on the Talisman Trail. <br />
