CASSELBERRY CITY COMMISSION <br />Minutes of September 25, 2017 — Regular Meeting <br />Page 12 of 15 <br />review process and what had been done since the transmittal to the State of Florida. She advised that the <br />Comprehensive Plan Amendments and Evaluation and Appraisal Report (EAR) had been transmitted to the <br />FDEO and distributed to various state and local agencies, including the water management district, the county <br />and the school district for their review of the proposed documents, and the City had received a total of three <br />comments, all from the Florida Department of Transportation and all very minor, such as scrivener's errors and <br />consistency of terminology. She noted there were no items which impacted the City's Goals, Objectives and <br />Policies and the items were easily addressed. <br />Ms. Ghioto advised that the three comments made by the State of Florida Department of Economic <br />Opportunity were: <br />Clarify whether the plan bases density on gross or net developable area—Plan was clarified to <br />note that those calculations are based on gross developable area because that is what the <br />City's land development regulations provide for; <br />Remove one obsolete reference to the former Traffic Circulation Element — Reference was <br />removed; <br />Remove one obsolete reference to traffic concurrency — Reference was removed. <br />She added that since receipt of the comments from State review, her team and staff had done a final audit of <br />the draft document to tweak minor scrivener's errors; include updated master plans which had been approved <br />since the transmittal hearing; clarify data received from regional and county sources for better understanding as <br />to how the data is intended to be used; and make sure inventories of items such as renovations to water or <br />sewer facilities, schools, etc. are up to date to ensure the most accurate data prior to submission of the final <br />adopted version of the Plan to the State. She noted that none of the minor changes made impacted the overall <br />intent of the Comprehensive Plan itself. <br />Ms. Ghioto advised that if adopted by the Commission, the revised Comprehensive Plan would be transmitted <br />to the State for final review and she anticipated receiving allotice of Intent to find the document in compliance <br />by November of 2017. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1457. Mayor Glancy opened the floor for public participation. The following <br />individual came forward: <br />Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about tree <br />damage on property he owned which was being considered for possible purchase by the City, <br />and objected to any details of that proposed transaction being included in any public planning <br />goals reported to the State of Florida. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 17-1457. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 17-1457 on second reading and the City's Comprehensive Plan Amendments and Evaluation and <br />Appraisal Report for submittal of both documents to the Department of Economic Opportunity. <br />
