CASSELBERRY CITY COMMISSION <br />Minutes of September 25, 2017 — Regular Meeting <br />Page 11 of 15 <br />2990 and the final Operating Budget for the City of Casselberry for the Fiscal Year 2017-2018 totaling <br />$51,839.075. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2990 establishing the <br />Final Budget for the City of Casselberry totaling $51,839,075 for Fiscal year <br />2017-2018, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />Mayor Glancy announced that the City of Casselberry has adopted a final budget for Fiscal Year 2017-2018. <br />C. Second Reading of Ordinance 17-1457 — Lame Scale Comprehensive Plan <br />Amendments and Evaluation and Appraisal Report (LPA 17-03) <br />The Acting City Clerk read Ordinance 17-1457 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />COMPREHENSIVE PLAN BASED ON THE CITY'S EVALUATION AND APPRAISAL REPORT, <br />AND UPDATED DATA AND ANALYSIS, AND WHICH AMENDMENT INCLUDES CHANGES TO <br />THE FUTURE LAND USE, MULTIMODAL TRANSPORTATION, HOUSING, <br />INFRASTRUCTURE, CONSERVATION, RECREATION AND OPEN SPACE, <br />INTERGOVERNMENTAL COORDINATION, CAPITAL IMPROVEMENTS, AND PUBLIC <br />SCHOOLS FACILITIES ELEMENTS OF THE COMPREHENSIVE PLAN; TO CREATE A NEW <br />HEALTH ELEMENT OF THE COMPREHENSIVE PLAN; TO REVISE AND UPDATE THE <br />EXISTING GOALS, OBJECTIVES, POLICIES IN ACCORDANCE WITH MANDATES SET <br />FORTH IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR ADOPTION TO THE <br />STATE LAND PLANNING AGENCY; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 17-1457 <br />was advertised in the Orlando Sentinel on Thursday, September 14, 2017. <br />Staff Presentation: Community Development Director Randy Woodruff gave a brief overview of Ordinance <br />1457, explaining that it provided for adoption of the City's Comprehensive Plan Amendments and the <br />Evaluation and Appraisal Report (EAR). He explained that the EAR -based Comprehensive Plan had been <br />transmitted to the State of Florida Department of Economic Opportunity (FDEO) on May 18, 2017 and the <br />City had received a response from the Department in July, 2017. He advised that as a result of the response <br />received from the Department, changes had been made to both the Comprehensive Plan and the EAR Matrix. <br />He then introduced Ms. Lucie Ghioto, Senior Planner and Project Manager at Poulos and Bennett, who gave a <br />presentation highlighting the changes which had been made to the documents since presentation to the <br />Commission at first reading in May, 2017. <br />Ms. Ghioto directed anyone desiring to speak or receive further notices regarding this item to write their names <br />and addresses on the sign -in sheet provided in the rear of the Chambers, as this was part of state -required <br />documentation for the Comprehensive Plan review process.
