Mayor Glancy closed the public hearing relative to Resolution 17-2989. <br />Budget Impact: The final millage rate of 3.1201 mills is expected to deliver $3,898,915 in ad valorem tax <br />revenue to the General Fund. The City is obligated to pay to its Community Redevelopment Agency (CRA) a <br />distribution called Tax Increment Funding (TIF) based on taxes assessed and collected from properties within <br />the geographic boundaries of the CRA. The final millage rate of 3.1201 mills will lead to a TIF payment from <br />the City to the CRA of $173,977. This information is included in the requested Final Budget for Fiscal Year <br />2017-2018. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Resolution 17- <br />2989 to set the final adopted millage rate for Fiscal Year 2018 at 3.1201 mills. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2989, establishing the <br />final millage rate of 3.1201 mills for Fiscal Year 2017-2018, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried by voice <br />vote 4-1, Commissioner Meadows dissenting. <br />Mayor Glancy announced that the City of Casselberry has adopted a property tax rate of 3.1201 mills as the <br />final millage rate for Fiscal Year 2017-2018. This rate is 5.71% above the rolled back rate of 2.9515 mills. <br />B. Resolution 17-2990 - Adoption of Operating Budget for Fiscal Year 2017-2018 <br />The Acting City Clerk read Resolution 17-2990 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL <br />BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING <br />OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 17-2990 was published in the <br />Orlando Sentinel on Thursday, September 21, 2017, in compliance with State "Truth in Millage" (TRIM) <br />legislation and the rules of the Florida Department of Revenue. <br />Presentation: Mayor Glancy announced that the presentation for this item was heard with the previous public <br />hearing on the millage rate. <br />Public Hearing: Mayor Glancy stated that this was a public hearing to consider comments and questions <br />regarding the City's proposed budget for Fiscal Year 2017-2018. Mayor Glancy opened the floor for public <br />participation. No one came forward.
