Ms. Hanna said staff <br />would like adoption of the new sign code as soon as legally possible to avoid any potential litigation. <br />Mr. Henson asked for a motion to address LPA 16-01. Mr. Bryan made a motion that the Planning and <br />Zoning Commission recommend approval of LPA 16-01 and hereby amend the City of Casselberry Unified Land <br />Development Regulations, Article V, Section 2-5.3(B), Article XVI Signs, of Chapter III Performance Criteria and <br />amending Chapter 14, Amusements, Section 14-42, Performance Criteria of Division 2, Special Events, within Article <br />II of the Code of Ordinances including Exhibit A, addition of verbiage for 8c as discussed and the minor legal <br />revisions that the City Attorney is working on. Mr. Van Meter seconded the motion. The motion passed with a <br />majority vote with Mr. Lutz casting the dissenting vote. <br />Eighth Item of Business: LPA 16-16: Commercial Design Standards. An ordinance to create commercial <br />design standards within the City. <br />Ms. Emily Hanna, Planner II, reviewed the information provided in staffs memorandum dated March 8, <br />2017, and a PowerPoint presentation, to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hanna said staff requests that the <br />Planning and Zoning Commission recommend approval of LPA 16-16 and hereby amend the City of Casselberry <br />Unified Land Development Regulations, Chapter II — District and General Regulations, Article VII — General <br />Regulations to create Section 2-7.35 "Commercial Design Standards". <br />Ms. Hanna stated a modification to the language for nation-wide logos might be required to meet the <br />proposed sign code changes. She said the purpose of this ordinance is to address site design and layout. She said <br />language was included to make it more pedestrian oriented. <br />A brief discussion ensued regarding the requirement for a secondary entrance and the comparison of the <br />proposed commercial design standards to other municipalities. <br />Ms. Hanna stated that the City currently has three (3) overlay districts that govern design guidelines within <br />the City. She said if the City was to include two (2) or three (3) more overlay districts to govern different sections in <br />the City, it would be cumbersome and confusing for the developers to determine their overlay district.
