Planning & Zoning Commission/ <br />Local Planning Agency <br />March 8, 2017 <br />Page 4 <br />In response to the Commission's question regarding special events, Ms. Hanna said that four (4) special <br />events are allowed per calendar year and events could be held back-to-back but a separate permit would be required <br />for each event. <br />A general discussion ensued regarding the size of signs, determination of adverse signs, test to determine a <br />commercial message, and discontinued signs. <br />After a brief discussion regarding trailer signs, Ms. Reischmann suggested adding an illustration or <br />expanding the definition to provide more clarification as to the type of sign allowed. <br />A discussion ensued regarding the lighting of flags in commercial and residential districts. In response to <br />the Commission's question regarding community garage sales, Ms. Hanna suggested that the communities apply for <br />a special event permit that would include four (4) temporary signs. <br />Ms. Hanna said that Code Compliance is having problems enforcing rules for windows that have LED lights <br />that wrap around the window. She said Code Compliance is citing the lighting violation as an "attention getting <br />devices", however, that is being removed from the sign code'. Ms. Hanna said she would like to add to Subsection C <br />to Section 3-16.7.C.8 stating that any LED lights or any illuminating device bordering or surrounding windows are <br />prohibited. Ms. Reischmann suggested changing Section 3-16.4.6.3 to state no illumination of any kind. <br />In response to the Commission's question, Ms. Hanna said that there have been no estimates done to <br />determine the cost to enforce these regulations. She explained that the code is being updated and Code Compliance <br />is still enforcing the current sign regulations. Ms. Hanna said that staff would be educating residents and business <br />owners regarding the sign code changes. Ms. Reischmann said effectively the sign code is less restrictive than the <br />original sign code. A general discussion ensued regarding the regulations for discontinued signs. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />expressed a concern with the line of sight for signs along the roadway. He suggested adding a statement that <br />temporary signs cannot block the line of sight for traffic purposes. The Commission stated that signs are not allowed <br />in the right of way. Ms. Reischmann said that there is language in the Code that addresses this issue. <br />
