Planning & Zoning Commission/ <br />Local Planning Agency <br />March 8, 2017 <br />Page 3 <br />based on the findings of fact and conclusions of the staff report dated March 8, 2017, and the five (5) conditions <br />outlined in the staff report. <br />A brief discussion ensued regarding the hours of operation, the use of delivery vehicles on the site, the <br />condition of approval restricting outside sales, storage, display of goods, materials or services and outside seating. <br />Mr. Henson asked the applicant to come forward. Mr. Herve Rouge, 1786 SR 436, Winter Park, Florida <br />came forward. The applicant distributed a business overview handout (a copy is attached and made a part of the <br />minutes). A brief discussion ensued regarding the hours of operation and the applicant's plans to use this location as <br />the main bakery with satellite locations in the area. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />In response to the Commission's question regarding condition number 4, Mr. Fathelbab said there is no <br />drive up window at this site and that condition should be removed from the conditions of approval. <br />Mr. Henson asked for a motion to address CU 17-04. Mr. Van Meter made a motion that the Planning and <br />Zoning Commission approve CU 17-04 to allow a bakery at 1786 State Road 436 based on the findings of fact and <br />conclusions of the staff report dated March 8, 2017, the conditions of approval outlined in the staff report excluding <br />condition number 4 and Exhibits A — F. Mr. Lutz seconded the motion. The motion passed unanimously by voice <br />vote. <br />Seventh Item of Business: LPA 16-01: Temporary Siqns Ordinance. An ordinance to amend multiple sections <br />related to temporary signs. <br />Ms. Emily Hanna, Planner II, and Ms. Catherine Reischmann, City Attorney, reviewed a PowerPoint <br />presentation (a copy of the PowerPoint presentation is attached and made a part of the minutes). A lengthy <br />discussion ensued regarding government signage definition and regulations, prohibiting exceptions to government <br />signage regulations, public safety issue, temporary signage including registration of signs and federal and state law <br />regulates obscenity content. <br />
