Planning & Zoning Commission/
Local Planning Agency
March 8, 2017
Page 6
said developing broad sweeping design guidelines would make it easier for developers to know what is required on a
project.
The Commission suggested developing an economic development element of the Comprehensive Plan. In
response to the Commission's question, Ms. Hanna said the proposed Commercial Design Standards does not
include the industrial zoned parcels in the City.
In response to the Commission's question regarding the process to appeal the Commercial Design
Standards, Ms. Hanna said an appeal would require a waiver.
In response to the Commission's question, Ms. Hanna said that Table 2-5.3 regulates land uses within
specific zoning districts. She said that the mixed used zoning districts allow expanded amount of uses versus some
of the other zoning districts. Ms. Hanna said staff is trying to encourage rezoning to the mixed use zoning districts to
expand upon the different uses in those buildings. She said it could repurpose some of the buildings.
Ms. Hanna said that the majority of the properties along US Highway 17/92 and State Road 436 have a
Future Land Use Designation of Major Thoroughfare Mixed Use but they are zoned Commercial General. She said
the zoning is not compatible with the Future Land Use Designation, Ms. Hanna said as properties are redeveloping
the City is requiring them to be rezone to maximize the use of the space. She said the rezoning would provide a
higher impervious surface ratio and allow for buildings higher than 35'.
A brief discussion ensued regarding approval of this item. The Commission stated that this item should
move forward and updating the standards may be needed in the future.
After a brief discussion regarding the current overlay districts, Mr. Henson asked if there was anyone in the
audience who wished to speak in favor of, or in opposition to, the request. Mr. John Casselberry, 700 South Lost
Lake Lane, Casselberry, Florida came forward. Mr. Casselberry felt it was a safety issue to put the buildings close to
the road. He also suggested that the site should be visible for the Police to see when patrolling the area. He said the
development should be people friendly from a security point of view.
Ms. Reischmann asked the Commission's indulgences that if this item is approved to allow her and staff to
work out the final details.
