Planning & Zoning Commission/ <br />Local Planning Agency <br />February 8, 2017 <br />Page 3 <br />Fourth Item of Business: Approval of Minutes for the meeting held on January 11, 2017. <br />Mr. Henson stated the Chair was open for a motion on the approval of minutes for the meeting held on <br />Wednesday, January 11, 2017. Mr. Bryan moved to accept the January 11, 2017 minutes. Mr. Van Meter seconded <br />the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />Mr. Bakalla disclosed he spoke with staff regarding subdivision signage and temporary signage came up in <br />the conversation. A brief discussion ensued regarding disclosing ex parte communications. <br />Sixth Item of Business: CU 17-02: Conditional Use For Docks at Marbeya Club, 1100 State Road 436. A <br />conditional use request to rebuild two docks at the Marbeya Club Condominium Community located at 1100 <br />State Road 436. Parcel ID 28-21-30-510-OOCO.0000 <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in staffs memorandum dated February 8, <br />2017, and a PowerPoint Presentation, to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). Mr. Fathelbab said staff recommends the Planning and <br />Zoning Commission approve CU 17-02 to allow two (2) fixed docks at 1100 State Road 436. He said staffs <br />recommendation is based on the findings of fact and conclusions of the staff report dated February 8, 2017, and the <br />four (4) conditions outlined in the staff report. <br />After a brief discussion regarding lowering the dock height and lighting of the dock, Mr. Henson asked the <br />applicant to come forward. Mr. Jason Louche, Creative Construction Solutions, 1012 Seminole Creek Drive, Oviedo, <br />Florida came forward. In response to the Commission's question, Mr. Louche said that the docks are for the <br />residents use and there would be no storage of boats at these docks. <br />Mr. Louche made a correction that the dock was being lowered one (1) foot from the ordinary high water <br />elevation. He said it is currently two (2) feet above the ordinary high water elevation. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 17-02. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve CU 17-02 to allow two (2) fixed docks at 1100 State Road 436 based on the findings of <br />
