Planning & Zoning Commission/ <br />Local Planning Agency <br />February 8, 2017 <br />Page 2 <br />Mr. Dixon said on February 4, 2017 the lights remained on past 10:00 p.m., which is a violation of the <br />conditions of approval for the variance. Mr. Dixon felt the lights should be removed or the City should start the fine <br />process for violating City Code, Mr. Dixon said that he had multiple witnesses to the lights remaining on past 10:00 <br />p.m. and date/time stamped photos. He said law enforcement from Casselberry and Winter Springs responded to <br />the complaint. <br />Mr. Dixon said he spoke with a Code Enforcement Officer who suggested that he attend tonight's meeting to <br />notify the Planning and Zoning Commission. He said that the lights are shining a quarter of a mile from the site. He <br />said there are also noise issues. He said that several of his neighbors are also upset with the lighting and noise <br />issues. <br />Mr. Dixon said that the lights are angled and they are supposed to be horizontal. Mr. Dixon said he would <br />appreciate the Board's help in resolving these issues. <br />Ms. Hanna stated that Code Enforcement opened a case on these issues. She said the Code Enforcement <br />Supervisor has made a site visit and took photos of the light fixtures. She said staff would reach out to the school's <br />liaison person, Mr. Mark Meyer, and try to remediate these issues. <br />Ms. Hanna said that she has been contacted by another resident on multiple occasions with complaints and <br />those communications have been forwarded to Mr. Meyer. <br />In response to the Commission's question, Ms. Hanna said the site complies with the photometric <br />requirements. <br />Third Item of Business: Election of Officers. <br />After a brief discussion, Mr. Henson requested nominations for Chairman. Mr. Bryan nominated Mr. Henson <br />as Chairman. Mr. Phillips seconded the motion. <br />Mr. Henson requested nominations for Vice -Chairman. Mr. Weinroth nominated Mr. Bryan as Vice - <br />Chairman. Mr. Van Meter seconded the vote. <br />Mr. Henson was elected as Chairman and Mr. Bryan was elected as Vice -Chairman by a unanimous voice <br />vote. <br />
