She noted that the Legislation that is <br />pending, once adopted, would preempt local governments from refusing placement of telecommunications <br />equipment and the resolution would allow staff to move ahead with the best possible ordinance to protect the <br />City. In response to questions, Ms. Reischmann advised that this resolution did not constitute a moratorium, <br />but would allow the City to respond to applicants that they are following the model of the City of Orlando's <br />Code until the City has its own in place. <br />Discussion: A brief discussion ensued regarding which other local governments were also looking into this <br />issue or had already passed their own regulations regarding telecommunications equipment in rights of way, <br />and the timeline for presenting the City of Casselberry's proposed ordinance to the City Commission. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 17-2957. <br />Audience Participation: No one came forward to address Resolution 17-2957. <br />MOTION: Commissioner Hufford moved to approve Resolution 17-2957, as presented. <br />Motion was seconded by Vice Mayor Aramendia. OTHER ITEMS <br />A. Health Element of the City's Comprehensive Plan <br />Staff Presentation: Planner H Emily Hanna gave a brief overview of the process leading to presentation of <br />the proposed Health Element for the City's Comprehensive Plan. She explained that the City had entered into <br />a partnership with the University of Central Florida's Master of Urban and Regional Planning program to <br />create this element. She stated that this project was the Capstone Class for the students and the last step <br />towards their degree in which they work on a two semester long project with either a municipality or film and <br />then present the project to that organization. Ms. Hanna noted that both she and Planner I Dean Fathelbab <br />were graduates of UCF who had also participated in this program. She then introduced 2016-2017 Capstone <br />Class participants consisting of Mr. Benjamin Paquin, Ms. Kelly Callon, Ms. Merissa Evans, Ms. Vanessa <br />
