Second Reading of Ordinance 17-1455 —Amending City Code Chapter 86, Utilities, <br />Article III Water Division 8 Reclaimed Water Use, Section 86-277 Routing and <br />Construction <br />The City Clerk read Ordinance 17-1455 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 86-277, <br />ROUTING AND CONSTRUCTION OF DIVISION 8, RECLAIMED WATER USE, ARTICLE IH, <br />WATER, CHAPTER 86, UTILITIES, OF THE CODE OF ORDINANCES OF THE CITY OF <br />CASSELBERRY, TO PROVIDE FLEXIBILITY FOR RECLAIMED WATER HOOK-UPS; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 17-1455 was advertised in the <br />Orlando Sentinel on Thursday, April 27, 2017. <br />Staff Presentation: Acting Water Resources Manager Tara Lamoureaux gave an overview of Ordinance 17- <br />1455 detailing the changes which were proposed explaining that the purpose of the ordinance was to allow <br />more flexibility to the City's commercial users in allowing them to use reclaimed water in addition to another <br />irrigation source, depending upon City staff review and approval of the Public Works Director. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1455. Mayor Glancy opened the floor for public participation. No one came forward <br />to address Ordinance 17-1455. Mayor Glancy closed the public hearing relative to Ordinance 17-1455. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended adoption of Ordinance <br />17-1455 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1455 on second and final <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 5-0. <br />B. First Reading of Ordinance 17-1457 —Large Scale Comprehensive Plan Amendments <br />and Evaluation and Appraisal Report LPA 17-03) <br />The City Clerk read Ordinance 17-1457 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />COMPREHENSIVE PLAN BASED ON THE CITY'S ADOPTED EVALUATIONAND APPRAISAL <br />REPORT, AND UPDATED DATA AND ANALYSIS, AND WHICH AMENDMENT INCLUDES <br />CHANGES TO THE FUTURE LAND USE, MULTIMODAL TRANSPORTATION, HOUSING, <br />
