Ordinance 17-1460 — Creating City Code Section 2-7.35 Commercial Design <br />Standards in the Unified Land Development Regulations and Amending Article X, <br />Section 3-10.1 Appearance of Site and Structures (LPA 16-16) <br />The City Clerk read Ordinance 17-1460 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; CREATING SECTION 2-7.35, <br />COMMERCIAL DESIGN STANDARDS, PART IH UNIFIED LAND DEVELOPMENT <br />REGULATIONS, CHAPTER H, DISTRICT AND GENERAL REGULATIONS, ARTICLE VII, <br />GENERAL REGULATIONS, OF THE CODE OF ORDINANCES OF THE CITY OF <br />CASSELBERRY, FLORIDA PROVIDING FOR DESIGN STANDARDS FOR ALL COMMERCIAL <br />DEVELOPMENT WITHIN THE CITY; AMENDING SECTION 3-10.2 APPEARANCE OF SITE <br />AND STRUCTURES, PART III UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER III, <br />PERFORMANCE CRITERIA, ARTICLE X, APPEARANCE, DESIGN AND COMPATIBILITY; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Chief Planner Emily Hanna gave an overview of Ordinance 17-1460 explaining that the <br />ordinance provided for creating new commercial design standards within the City's Unified Land Development <br />Regulations (ULDR) which would be mandatory only for commercial use properties having a future land use <br />of Major Thoroughfare Mixed Use or Commercial. She noted that the requested regulatory commercial design <br />guidelines were in response to rapid redevelopment and development along the City's major corridors. She <br />then gave a PowerPoint presentation highlighting the research process which was used to develop the <br />ordinance, and some of the proposed guidelines including those for fagade and exterior walls, roof line <br />variation, color and building materials, and site design and layout. <br />Discussion: A brief discussion ensued regarding how strictly color and materials would be regulated. The <br />Commission expressed appreciation to Ms. Hanna and staff for the progressive approach to putting these <br />guidelines in place and for reaching out to potential developers and businesses to get feedback for use in <br />developing those guidelines. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recomrnended approval of <br />Ordinance 17-1460 on first reading. <br />Audience Participation: No one came forward to address Ordinance 17-1460: <br />MOTION: Commissioner Solomon moved to approve Ordinance 17-1460 on first reading, as <br />presented. Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />
