CASSELBERRY CITY COMMISSION <br />Minutes of May 8, 2017 — Regular Meeting <br />Page 10 of 15 <br />INFRASTRUCTURE, CONSERVATION, RECREATION AND OPEN SPACE, <br />INTERGOVERNMENTAL COORDINATION, CAPITAL IMPROVEMENTS, AND PUBLIC <br />SCHOOLS FACILITIES ELEMENTS OF THE COMPREHENSIVE PLAN; TO CREATE A NEW <br />HEALTH ELEMENT OF THE COMPREHENSIVE PLAN; TO REVISE AND UPDATE THE <br />EXISTING GOALS, OBJECTIVES, POLICIES IN ACORDANCE WITH MANDATES SET FORTH <br />IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR TRANSMITTAL TO THE STATE <br />LAND PLANNING AGENCY; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 17-1457 was <br />advertised in the Orlando Sentinel on Thursday, April 27, 2017, <br />Staff Presentation: Chief Planner Emily Hanna gave a brief overview of the process leading up to <br />presentation of Ordination 17-1457 to the Commission at this meeting. She explained that the ordinance <br />provided for the approval and transmittal of the City's Comprehensive Plan amendments and the Evaluation & <br />Appraisal Report (EAR) to the State of Florida Department of Economic Opportunity. She further explained <br />that Florida Statutes require that the City evaluate its Comprehensive Plan every seven (7) years to make sure <br />it's still on track with the City's long-range planning vision, and that the last evaluation was in 2009. She <br />advised that in 2016 the City sent a letter to the Florida Department of Economic Opportunity that the City <br />would be initiating the appraisal and review process for updating the Comprehensive Plan and by initiating that <br />the City would be required to transmit the amendments and the Evaluation & Appraisal Report by May 24, <br />2017, and the Comprehensive Plan's new planning horizon would move out to 2028. <br />Ms. Hanna reminded the Commission that in December of 2016 the firm of Poulos and Bennett had been <br />selected to assist staff with the review process and the transmittal to the Department ofEconomic Opportunity, <br />and the City had also partnered with the University of Central Florida's Master of Urban and Regional <br />Planning's Capstone Class to research and create a Healthy Communities element to be incorporated into the <br />City's Comprehensive Plan. She noted that as of this date there was only one county and no other municipality <br />in the State of Florida which has included a health element in its Comprehensive Plan. She added that the <br />updated Casselberry Comprehensive Plan has been reorganized to create a single document, whereas before it <br />was organized into Goals, Policies and Objectives, and then Data and Analysis. She stated that with this <br />change it will be clearer when looking at the goals, objectives and policies of one element to understand where <br />the data analysis came from. <br />Ms. Hanna then introduced Ms. Lucie Ghioto, Senior Planner and Project Manager at Poulos and Bennett, who <br />gave a PowerPoint presentation highlighting the changes that the consultants and staff have made to the <br />Comprehensive Plan which included the following components: <br />Timeline to Date <br />o December 2016: <br />o February 8 & 13, 2017 <br />o March 16, 2017: <br />o March 29, 2017: <br />o April 12, 2017: <br />0 April 26, 2017: <br />Kickoff meeting with City staff <br />Initial Direction and Input workshop with LPA (Local <br />Planning Agency) and Commission <br />Public Workshop 1 <br />Public Workshop 2 <br />2nd Workshop LPA: Review Goals, Objectives & Policies <br />LPA Transmittal Hearing <br />
