Discussion and Guidance Regarding the Potential Relocation of the Police Station <br />Staff Presentation: City Manager Randy Newlon gave an overview of this item, including a history of the <br />current location of the Police Station at 4195 S. US Highway 17-92 and the parcels acquired by the City on <br />Wilshire Boulevard near State Road 436 between 2005 and 2014. He reminded the Commission that the <br />parcels on Wilshire Boulevard had been acquired for the purpose of centralization of public safety operations <br />and the efficient deployment of police, fire and rescue services to the City and in part was due to criticisms and <br />concerns about the use of such a desirable property as the one located on US Highway 17-92 and fronting Lake <br />Concord for a police station. <br />Mr. Newlon presented some of the potential costs and challenges which would be involved in moving the <br />Police Station and possibly entering into a co -location agreement with Seminole County Fire Services and/or <br />the Seminole County Sheriff's Office. He then advised that he was seeking a discussion amongst the <br />Commissioners on this issue, and guidance from the Commission as to the following: <br />I. Is it still the goal of the City Commission to relocate the Police Station to the City -owned <br />property on Wilshire Boulevard; and <br />2. If so, should the City Manager proceed with exploration of the development of a feasibility <br />plan to bring to the Commission for consideration as to how that goal might be best achieved? <br />Audience Participation: <br />1. Mr. Larry Littrell, 124 North Lost Lake Lane, expressed concerns about the possibility of relocating <br />the Police Station to the location on Wilshire Boulevard and State Road 436, stating he felt any cost <br />savings would be outweighed by the costs incurred to build a new facility, and that having emergency <br />vehicles entering and exiting State Road 43 6 at that location would severely disrupt traffic flow in the <br />area. He added that moving public safety services to the Wilshire location would not be consistent <br />with the City's goal of creating a downtown feel in the Lake Concord Park area. <br />2. Mr. John Casselberry 700 South Lost Lake Lane, voiced concerns about moving the Police Station to <br />the Wilshire Boulevard location, especially if the current building was nearly paid for and could still <br />be used for many years. He also felt that the current location of the Police Station provided a sense of <br />security for attendees at the City's events in Lake Concord Park. <br />Discussion: Discussion ensued which included: value of the current Police Station site and development <br />potential, whether for City use such as an event center or parking for park events, or sale for commercial <br />development; costs of relocation; possibility of a multi -agency use of the property on Wilshire Boulevard, <br />including research of development capacity, water retention potential, required setbacks, effect on traffic flow <br />and potential operational efficiencies, potential cost savings, expenditures and future debt service; and <br />potential for a multi -story building as a solution for that site; future needs of the Police Department; fixture <br />general fund projections; feasibility study for development of the Police Station site, including cost and benefit <br />to citizens; determination of the highest and best use of the lakefront property on US Highway 17-92 <br />contiguous to Lake Concord Park improvements and possible timeline for development; need for multiple <br />sustainable options to allow the Commission to make an educated, well informed decision; exploration of <br />possible use as an event center, private development or a combination of both; and the need for any <br />development at the Police Station site to coincide with the City's goal for place -making. <br />
