CASSELBERRY CITY COMMISSION <br />Minutes of March 27, 2017 — Regular Meeting <br />Page 8 of 12 <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />TO ADOPT THE FIVE YEAR CAPITAL IMPROVEMENT SCHEDULE 2017-2021 AS PART OF <br />THE CITY'S COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN <br />CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 17-1454 was advertised in the <br />Orlando Sentinel on Thursday, March 16, 2017. <br />Staff Presentation: Community Development Director Randy Woodruff advised that this was the second <br />reading of Ordinance 17-1454 which if adopted would incorporate the City's Capital Improvements Program <br />2017-2021 as part of the City's Comprehensive Plan. He noted that no changes had been made since first <br />reading of the ordinance. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding Ordinance 17-1454. Mayor Glancy opened the floor for public participation. No one came forward <br />to address Ordinance 17-1454. Mayor Glancy closed the public hearing relative to Ordinance 17-1454. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 17-1454 on second reading. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 17-1454 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Award of 2016-2017 CasselberryNeighborhood Improvement Grants <br />Staff Presentation: Planner H Emily Hanna presented the awardees of the 2016-2017 Casselberry <br />Neighborhood Improvement Grant, noting that of seven applicants all but one were eligible and were awarded <br />funding, and those six applicants were listed in Addendum 1 to Attachment A: List of Applicants for 2016- <br />2017 Neighborhood Improvement Grant Program, copies of which were distributed to the City Commission at <br />tonight's meeting. She added that the total funding for the grants awarded was $14,702.89. In response to <br />questions from the Commission, Ms. Hanna advised that the trees proposed for planting by one of the awardees <br />had been approved by the City Engineer prior to submission of their application, and they would be vetted <br />again by the City Engineer and staff when the exact planting locations were determined to ensure compliance <br />with City Code requirements. A copy of Addendum 1 to Attachment A:. List of Applications for the <br />2016-2017 Neighborhood Improvement Grant Program is attached to and made a part of these minutes. <br />Budget Impact: Total cost of the approved applications is $14,701.89. Funds are available in the Community <br />Development Aids to Private Organizations account #001-0210-515.82-00. <br />
