CASSELBERRY CITY COMMISSION <br />Minutes of March 27, 2017 — Regular Meeting <br />Page 10 of 12 <br />A. Procurement Information Report for the period 02/01/2017 through 02/28/2017 <br />Mr. Newlon advised that the Procurement Information Report for the month of February, 2017 was contained <br />in the Commissioners' agenda packets for review. He noted that the report contained information about minor <br />contracts that were issued under delegated authority of staff during this period. <br />• Advised that with the Neighborhood Improvement Grant awards that occurred earlier in the meeting, <br />there remained approximately $33,000 in budgeted funds and requested a consensus from the <br />Commission on whether they wished to roll the amount back into fund balance, or earmark it for some <br />other beneficial use. <br />Discussion: A lengthy discussion ensued in which each of the Commissioners expressed their points of view <br />about the possible uses for the remaining funds, including rolling it over into the grant program for next year; <br />utilizing it for additional neighborhood improvements such as streetscaping, signage, painting of electrical <br />boxes, or other beautification measures which have been discussed in the past but not funded; replacement of <br />the tables and chairs outside the clubhouse at the golf course; and upgrading signposts and lampposts <br />throughout the Lakes District to provide a cohesiveness in the district. The Commission as a whole expressed <br />a desire to reinvest the remaining grant funds into additional neighborhood improvements with a focus on the <br />Lakes District, and to look into replacement of the outdoor furniture at the golf course clubhouse if other <br />funding was not available. The Commission agreed by consensus to direct staff to look into those <br />recommendations. Mr. Newlon advised that he would get with staff to pursue both those courses and bring <br />information back to the Commission. He noted that a budget amendment would also be needed to reallocate <br />the funds. <br />Advised that a request had been made to move the time of the next regular City Commission meeting <br />on April 10, 2017 from 5:00 p.m. to 4:00 p.m. due to the beginning of Passover. Commissioner <br />Solomon explained that April 10th was the first night of Passover and she and her family generally had <br />the first Seder at 6:00 p.m. and she would be unable to arrive on time if the Commission meeting was <br />held at the regular 5:00 time. She respectfully requested that her fellow Commissioners agree to <br />change the meeting time to 4:00 p.m. for the April 10, 2017 meeting only. <br />CONSENSUS: The City Commission agreed by consensus to change the starting time <br />for the April 10, 2017 regular Commission meeting from 5:00 p.m. to <br />4:00 p.m. <br />• Advised that Martin County had to pay almost $400,000 in attorneys' fees as a result of a public <br />records lawsuit involving Commissioners using private emails for City business. She advised the <br />Commissioners to forward any City business-related emails received on their private email to their <br />City email to avoid the possibility of similar liability issues for the City. Ms. Gardner added that they <br />should also use only their City email addresses to send or respond to any City -related business. <br />
