CASSELBERRY CITY COMMISSION <br />Minutes of August 22, 2016 — Regular Meeting <br />Page 12 of 17 <br />Staff Presentation: Construction and Permitting Manager Brad Muckel advised that Resolution 16-2904 was <br />the annual street light assessment resolution for the City. He further advised that upon adoption, the <br />assessment would go to Seminole County for implementation, and the revenues from the assessment would <br />come back to the City. <br />Budget Impact: The estimated revenue from the Streetlight Assessment has been budgeted in the FY 2017 <br />Street Light Fund Special Assessments/Service Charges account # 120-0000-325.20-00. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />16-2904. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 16-2904. No one came <br />forward to address Resolution 16-2904. Mayor Glancy closed the public hearing relative to Resolution 16- <br />2904. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 16-2904, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Limited Release of Code Enforcement Lien on 1547 Oak Lane (CE -09-01491 <br />Staff Presentation: Interim Community Development Director Randy Woodruff explained that this item was <br />a request for a limited release of a code enforcement lien on property located at 1547 Oak Lane. He advised <br />that the original violation was for an overgrowth on the property in June of 2009; the property was found to be <br />in compliance on February 2, 2010; and the fine had accrued to $5,725.00 at that time. He further advised that <br />on August 11, 2016 the Code Enforcement Special Magistrate had entered an order recommending approval of <br />a limited release of the $5,725.00 lien for the following reasons: the property went into foreclosure eight <br />months after the City's lien was filed; the current owner was not the violator; there have no other violations on <br />the property to date; and the administrative costs incurred by the City of $345.72 were paid when the reduction <br />request was submitted. Mr. Mike Gelety, attorney for Bank of America, the current property owner, was <br />present and introduced himself for the record. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />approval of the Special Magistrate's recommendation of providing a Limited Release on the lien amount of <br />$5,725 for 1547 Oak, Lane. <br />Audience participation: No one came forward. <br />
