CASSELBERRY CITY COMMISSION <br />Minutes of August 22, 2016 — Regular Meeting <br />Page 11 of 17 <br />MID AND PMX-HIGH; TO AMEND SECTION 3-15.2, PARKING SPACES REQUIRED BY USE, <br />TO DECREASE THE PARKING RATIO FOR MULTI -FAMILY RESIDENTIAL; AMENDING <br />SECTION 4-18.2, APPLICABILITY AND FILING PROCEDURE, TO AMEND CRITERIA FOR <br />CITY COMMISSION REVIEW OF DEVELOPMENTS IN PMX-MID AND PMX-HIGH ZONING <br />DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 16-1446 was published in the <br />Orlando Sentinel on Thursday, August 11, 2016. <br />Staff Presentation: Interim Community Development Director Randy Woodruff gave a brief overview of <br />Ordinance 16-1446 stating that the ordinance proposed amendments to certain language within the PMX-MID <br />and the PMX-HIGH zoning districts relating to minimum living area for unit sizes; parking standards; and <br />Commission review of projects greater than three acres. Ordinance 16-1446 is consistent with the City's <br />Comprehensive Plan. Mr. Woodruff advised no changes had been made to Ordinance 16-1446 since approval <br />on first reading. <br />Budget Impact: There is no impact to the City Budget <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />adoption of Ordinance 16-1446 on second reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 16-1446. No one came <br />forward to address Ordinance 16-1446. Mayor Glancy closed the public hearing relative to Ordinance 16- <br />1446. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 16-1446 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />B. Resolution 16-2904 — Street Lighting Final Assessment Resolution <br />The City Clerk read Resolution 16-2904 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, RELATING TO <br />THE DELIVERY AND FUNDING OF STREET LIGHTING SERVICES WITHIN THE CITY; <br />AMENDING, RATIFYING AND CONFIRMING THE PRELIMINARY RATE RESOLUTION FOR <br />FISCAL YEAR 2016-17 AND ALL PREVIOUSLY IMPOSED STREET LIGHTING ASSESSMENTS, <br />CHARGES AND FEES; DETERMINING THAT CERTAIN REAL PROPERTY IS SPECIALLY <br />BENEFITED BY STREET LIGHTING SERVICES; APPROVING THE ASSESSMENT ROLL; <br />PROVIDING THE METHOD OF COLLECTION; AND PROVIDING AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Resolution 16-2904 was published in the <br />Orlando Sentinel on Thursday, July 7, 2016. <br />
