CASSELBERRY CITY COMNIISSION <br />Minutes of July 25, 2016 — Regular Meering <br />Page 14 of 17 <br />construction permit; <br />4. All required local, regional, state and federal permits shall be obtained <br />before commencement of development; <br />5. The applicant shall provide a photometric plan that conforms to the <br />ULDR (Unified Land Development Regulations) requirements prior to <br />the issuance of a Certificate of Occupancy. <br />6. The property shall pass landscaping, irrigation, and <br />photometric/lighting inspections prior to completion of the project or <br />issuance of a Certificate of Occupancy; <br />7. The site plan approval shall be valid for one (1) year. An extension <br />request may be submitted prior to the expiration of this approval; <br />8. All of the above conditions shall be fully and faithfully executed or the <br />site plan shall become null and void; <br />and subject to an additional condition requiring staff and the applicant to work <br />together on a wall concept along Plumosa Avenue. Motion was seconded by <br />Commissioner Solomon. Motion carried unanimously by voice vote 5-0. <br />B. Tentative Tax Rate for Fiscal Year 2016/2017 <br />Staff Presentation: Finance Director Rebecca Bowman advised that on July 19, 2016 the City Commission <br />held the Budget Workshop for Fiscal Year 2017 and at that time the City Commission was requested to reach a <br />consensus on a tentative millage rate for Fiscal Year 2017. She further advised that a consensus was reached <br />for a tentative millage rate of 3.1201 mills and this item was now brought to the Commission for formal <br />approval of a tentative millage rate of 3.1201 mills. She noted that upon approval she would certify the <br />tentative rate to the Seminole County Property Appraiser in accordance with TRIM (Truth in Millage) <br />procedures and deadlines. <br />Budget Impact: The millage rate of 3.1201 will produce a tax levy of $3,780,325 in property taxes but will <br />yield only $3,666,915 after taking into account early payer discounts and billing and collection costs. <br />Recommendation: The City Manager and the Finance Director recommended approval to set the tentative <br />millage rate for FY 2017 as required by the "TRIM" legislation at 3.1201 mills. <br />Audience Participation: No one came forward to address the Tentative Tax Rate for Fiscal Year 2016/2017. <br />MOTION: Commissioner Aramendia moved to approve the tentative millage rate of <br />3.1201 mills for FY 2016-2017. Motion was seconded by Commissioner <br />Solomon. Motion carried by voice vote 4-1, Commissioner Meadows dissenting. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments.
