Second Reading of Ordinance 16-1447 —Amendments to Section 2-7.19 Community <br />Residential Homes <br />The City Clerk read Ordinance 16-1447 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY CODE <br />OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS SECTION 2-5.3, <br />LAND USE BY DISTRICT; AMENDING SECTION 2-7.19, GROUP HOMES AND FOSTER CARE <br />FACILITIES; AND AMENDING SECTION 5-21.2 GLOSSARY, PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 16-1447 was published in the <br />Orlando Sentinel on Thursday, July 14, 2016. <br />Staff Presentation: Interim Development Services Manager Randy Woodruff gave a brief overview of <br />Ordinance 16-1447, stating that updates were being proposed to the City's regulations pertaining to group <br />homes and foster care facilities in response to changes made to the Florida Statutes in the past year. He <br />advised that no changes had been made to Ordinance 16-1447 since approved on first reading. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 16-1447 on second reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 16-1447. No one came <br />forward to address Ordinance 16-1447. Mayor Glancy closed the public hearing relative to Ordinance 16- <br />1447. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 16-1447 on second and <br />final reading, as presented. Motion was seconded by Commissioner Solomon. <br />Discussion: Vice Mayor Hufford reiterated her opinion expressed at previous meetings that amendments such <br />as these mandated by the State of Florida are an erosion of Home Rule and the time may come when local <br />governments may need to express these concerns to the legislators in Tallahassee. <br />Motion carried unanimously by voice vote 5-0. <br />
