CASSELBERRY CITY COMMISSION <br />Minutes of June 27, 2016 — Regular Meeting <br />Page 13 of 16 <br />PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT <br />EFFECTIVE IN ACCORDANCE WITH LAW THE LANDS TO BE ANNEXED <br />SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD VALOREM TAXES; <br />DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE <br />ORDINANCE WITH THE SEMINOLE COUNTY CLERK OF THE CIRCUIT <br />COURT AND THE DEPARTMENT OF STATE OF THE STATE OF FLORIDA; <br />AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 16-1443 was published in the <br />Orlando Sentinel for two consecutive weeks on Thursday, June 16, 2016 and Thursday, June 23, 2016. <br />Staff Presentation: Development Services Manager Randy Woodruff gave an overview stating that the <br />proposed Ordinance 16-1443 was for the purpose of voluntarily annexing into the City two City -owned <br />properties located at 315 and 3 51 Concord Drive which had been purchased by the City for stormwater and <br />potential park elements. He advised that the requested Ordinance was compatible with the City's <br />Comprehensive Plan and there had been no changes since first reading. The properties proposed for <br />annexation: <br />1. Are contiguous to the municipal boundary; <br />2. Are well-defined and are a compact area; <br />3. Are not included within the boundary of any other municipality; and <br />4. Do not create a pocket or enclave. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 16-1443 on second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 16-1443. No one came <br />forward to address Ordinance 16-1443. Mayor Glancy closed the public hearing relative to Ordinance 16- <br />1443. <br />MOTION: Vice Mayor Hufford moved to adopt Ordinance 16-1443 on second and final <br />reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Procurement Information Report for the period 05/01/2016 through 05/31/2016 <br />Mr. Newlon advised that this item had been inadvertently placed under Other Items on the agenda, but should <br />actually have come under his City Manager's report. He advised it was merely a report for the Commission's <br />information regarding minor contracts approved during the month of May 2016 under staff's delegated <br />authority.
