CASSELBERRY CITY COMMISSION <br />Minutes of June 27, 2016 — Regular Meeting <br />Page 12 of 16 <br />zoning districts; <br />- Deletion of original text within Section 2-7.19 Community Residential Homes and replace <br />with text in table in accordance with Florida Statutes Chapter 419; <br />- Identify separation requirements for community residential homes for 1-6 residents and 7-14 <br />residents within the table. <br />- Defines Zoning Districts for each type of community residential home, either as a permitted or <br />as a conditional use as defined, and also establishes distance separations for both types of <br />community residential homes per Florida Statutes Chapter 419; <br />- Table identifies the method of measurement for separation purposes, which in this case is <br />defined from structure to structure. <br />Mr. Woodruff advised that proposed Ordinance 16-1447 was consistent with the City's Comprehensive Plan. <br />Discussion: A brief discussion ensued regarding concerns about the difficulty in determining the function of <br />group homes when they were all grouped together for regulation purposes by the State, and perceived Home <br />Rule violation issues. In response to questions from the Commission, Ms. Reischmann advised that this <br />ordinance addressed only those types of group homes which were regulated by the state and did not address <br />sober homes which were not regulated on a state level. She further advised that she believed there was some <br />legislation to address sober homes and she could research the issue and give an update at the next meeting. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 16-1447 on first reading. <br />Audience Participation: No one came forward to address Ordinance 16-1447, <br />MOTION: Commissioner Solomon moved to approve Ordinance 16-1447 on first reading, <br />as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading- of Ordinance 16-1443 — Voluntary Annexation of 315 and 351 <br />Concord Drive <br />The City Clerk read Ordinance 16-1443 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND <br />INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF <br />CASSELBERRY, FLORIDA, CERTAIN LANDS LOCATED IN SECTION 08, <br />TOWNSHIP 21, RANGE 30; REDEFINING THE CORPORATE LIMITS OF THE <br />CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM <br />
