Planning & Zoning Commission/ <br />Local Planning Agency <br />November 9, 2016 <br />Page 4 <br />Commission approve the major site plan application for a commercial retail store (SPR 16-15) based on the <br />conditions of approval outlined in the staff report. <br />A brief discussion ensued regarding the pedestrian traffic in that area, the number of "Dollar" stores in the <br />City, tree removal on the site, the tree bank contribution figures and buffering for the apartment complex. <br />In response to the Commission's question, Ms. Hanna explained that City Code requires sewer connection if <br />the property is located within 100 feet of a sewer connection. She said there is a private sewer connection that is <br />owned by the apartment complex and it is within 100 feet but City Code doesn't require them to attach to a private <br />connection. Ms. Hanna said there is not a public sewer connection within 100 feet of this project. <br />Mr. Bryan asked the applicant to come forward. Mr. Daniel Young, 132 NW 76th Drive, Gainesville, Florida <br />came forward. In response to the Commission's question, Mr. Young stated that his company would apply for the <br />site engineering permit and a check would be issued to the City for the tree mitigation. <br />Mr. Young reviewed the sidewalk connections for the development. He said there will be cross access <br />between the parcels and the driveway apron on Seminola Boulevard will be closed. He said the landscape buffer at <br />the rear of the project will be at least 100 feet and the apartment complex also has some buffering. Mr. Young said <br />they are trying to preserve as many trees as possible on the site. He said they worked with the apartment complex to <br />connect to their sewer system but there were too many challenges. <br />In response to the Commission's question, Mr. Young said currently the site is designed for a commercial <br />retail store. He said the site meets the land development regulations and it could be utilized for other uses. He said <br />the tenant should be signing the lease very soon. <br />In response to the Commission's question, Ms. Hanna said there are no long term plans for this area. She <br />said the development meets the criteria in the Land Development Regulation. Ms. Hanna explained that this parcel <br />is outside the Seminola Boulevard Overlay District so there are no design standards for this project. <br />A brief discussion ensued regarding the photometric for the site and design standards for this area. <br />Mr. Bryan asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />
