Planning & Zoning Commission/ <br />Local Planning Agency <br />July 13, 2016 <br />Page 7 <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said when he <br />was a child his father told him that when US Highway 17/92 was being constructed there were grave sites located in the <br />eastern area north of Plumosa Avenue. He suggested if any remains are found they should contact the Police Department. <br />Mr. Bob Buckley, 239 Lake Ellen Drive, Casselberry, Florida came forward. Mr. Buckley said that the noise <br />calculations were most likely done on paper and not physically measured. He said the numbers are subject to change due to <br />climatic changes. He said when it is cold the noise levels from the speaker box will travel farther. He also said the change to <br />landscaping due to the seasons will also change the noise levels. <br />In response to the Commission's question, Mr. Fathelbab reviewed noise levels generated by various types of <br />equipment. <br />Mr. Henson asked for a motion to address CU 16-10. Mr. Bryan made a motion that the Planning and Zoning <br />Commission approve CU 16-10, conditional use for a drive-thru, for the property located at South US Highway 17-92. He said <br />the approval is based on the findings of fact and conclusions of the staff report dated July 13, 2016, and the six (6) conditions <br />of approval listed in the staff report including Exhibits A — C. Ms. Campbell seconded the motion. The motion passed <br />unanimously by voice vote. <br />Eighth Item of Business: ZB 16-02: South US Highway 17-92 (08-21-30-536-0000.0020). Amending the Official Zoning <br />Map from CG (Commercial General) to PMX-MID (Planned Mixed -Use: Medium Rise). <br />Mr. Fathelbab, Planner I, reviewed the information provided in staffs memo memorandum dated July 13, 2016, and a <br />PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy is attached and made a part of <br />the minutes). <br />Mr. Fathelbab said on July 5, 2016 a petition with ninety (90) signatures was submitted to staff outlining the <br />neighborhoods concerns with the requested rezoning. He said the primary concerns for the residents stem from increased <br />commercial traffic traveling through their residential neighborhood on Plumosa Avenue. He said however given the Future <br />Land Use Map Designation of MTMU (Major Thoroughfare Mixed -Use) the requested zoning of the subject property is <br />compatible with the adjacent land uses. <br />Mr. Fathelbab said staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for ZB 16-02 to amend the Official Zoning Map from City of Casselberry Commercial General (CG) to <br />
