Planning & Zoning Commission/ <br />Local Planning Agency <br />July 13, 2016 <br />Page 8 <br />City of Casselberry Planned Mixed Use Medium Rise (PMX-MID) for the subject property, based on the findings of fact and <br />conclusions, the staff report dated July 13, 2016, and the following findings regarding the rezoning: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and the <br />existing Major Thoroughfare Mixed -Use Future Land Use Designation. <br />2. The requested zoning amendment is compatible with the surrounding mix of land uses and zoning districts. <br />3. City services are available at the subject properties and will not be negatively impacted. <br />Mr. Henson asked the applicant to come forward. Mr. Jeremiah Bowe, 8138 183rd Street, Chippewa Falls, <br />Wisconsin came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Ms. Brenda Monger, 15 Plumosa Avenue, Casselberry, Florida came forward. Ms. Monger questioned the corporate <br />ownership of Culvers. She also questioned the traffic study stating that the intersection of US Highway 17/92 and Plumosa <br />Avenue is currently operating at a satisfactory overall Level of Service. <br />Ms. Monger referenced the City Code - Zoning District Regulation, Section 2-5.1 which states: "In addition, all <br />development shall be directed toward the following: <br />1. Protecting the quality and character of existing neighborhoods, including compatibility of land use and <br />structures and excluding transient accommodations; <br />Ms. Monger said a petition was provided to staff from the neighbors against the rezoning. She said the traffic is the <br />main concern. Ms. Monger questioned how zoning a possible six -story building with 25 dwelling units is supposed to alleviate <br />the already enormous traffic problem. She said that Concord was a residential street that has been crowded out by too much <br />commercial from US Highway 17/92 and Anchor Road. She said this is the same thing that is happening to Plumosa Avenue. <br />She said when the residents cannot stay any more due to the increase in commercial traffic if becomes rental property. <br />Ms. Peg Seykora, 212 Lake Ellen Drive, Casselberry, Florida came forward. Ms. Seykora questioned if the rezoning <br />would be necessary to accommodate a lesser intense use. She suggested a bakery, eye glass store, or furniture store use. <br />She said she was in favor of the increase to the tax base in Casselberry but felt that this was the wrong corner. She said it is <br />a high impact business for that corner. <br />Mr. Henson explained the purpose of the rezoning is to match the future land use designation. He stated that the <br />restaurant would be allowed to build on this site with the current zoning designation. Mr. Van Meter clarified that the lot size <br />prohibits construction of a six story building on that site. He said the site would not meet the development requirements for <br />that type of development. <br />
