Planning & Zoning Commission/ <br />Local Planning Agency <br />July 13, 2016 <br />Page 5 <br />In response to the Commission's question regarding the light intrusion on Plumosa Avenue, Ms. Hanna explained <br />that the City Code regulates the light on the property. She said the City Code does not regulate lights from vehicles entering <br />and exiting a site. Ms. Hanna stated that the applicant has submitted a photometric plan that meets City Code. <br />Mr. Henson explained the City regulates the light trespass on to the adjacent parcels. A discussion ensued regarding <br />adding a barrier to force a right hand turn on Plumosa Avenue, existing pedestrian connections, the Commercial General <br />impervious surface ratio, and the compatibility of the future land use designation. <br />In response to the Commission's question, Dr. Kelly Brock, Assistant Public Works Director, explained that Seminole <br />County maintains the traffic signals in Casselberry. He said he spoke with the Seminole County Traffic Engineer regarding the <br />signal at Plumosa Avenue and the County is looking at increasing the timing of that light. <br />A discussion ensued regarding the headlight trespass to the residential properties and finding options for controlling <br />speed in the neighborhood. Mr. Henson explained that the Planning and Zoning Commission makes a recommendation to the <br />City Commission and the City Commission will make the final decision. <br />In response to the residents' concern, Mr. Henson said that the Wendy's Restaurant on State Road 436 abuts <br />residential. He said it is a fact of life that these conflicts will occur when you are located adjacent to a major road. He said <br />that the City needs to find ways to mitigate the impacts to the adjacent properties but also needs to use the property available <br />to the highest and best use. <br />A discussion ensued regarding the economic feasibility of a professional office on this site, the higher impact of a <br />convenience store and the location of the dumpster and the outside seating area. <br />In response to the Commission's question, Mr. Bowe and Ms. Hanna reviewed the design of the drive thru queuing <br />area. The Commission expressed a concern with the safety of employees in the queuing area. <br />In response to the Commission's question regarding relocating the dumpster, Mr. Bowe explained that the owners of <br />Cambridge Oaks would need to approve any changes to the site plan and there is an August 8, 2016 expiration of the due <br />diligence. Mr. Bowe said they could request the change from Cambridge Oaks. He said the dumpster area was angled to <br />accommodate the approach of the truck. Possible options for the dumpster location were discussed. <br />Mr. Henson asked for a motion to address SPR 16-10. Mr. Bakalla made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for Culvers (SPR 16-10). This recommendation is <br />based on the site plan dated June 28, 2016, the findings of fact and conclusions of the information provided in the staff report <br />
