Planning & Zoning Commission/ <br />Local Planning Agency <br />July 13, 2016 <br />Page 4 <br />Ms. Peg Seykora, 212 Lake Ellen Drive, Casselberry, Florida came forward. Ms. Seykora expressed concerns with <br />the backup of traffic on Plumosa Avenue, the cut thru traffic, light pollution and the odors generated on the site. <br />Mr. Bob Buckley, 239 Lake Ellen Drive, Casselberry, Florida came forward. Mr. Buckley expressed a concern with <br />the enforcement of the no left turn on Plumosa Avenue from the Cambridge Oaks Shopping Center. He suggested that the no <br />left turn sign should post the cost of the fine that would be imposed if a left turn was made at that intersection. Mr. Buckley <br />was also concerned with traffic exiting right on US Highway 17/92 and attempting to cross over three lanes of traffic. <br />Mr. Buckley felt that if the site was modified to meet the impervious surface requirements the rezoning could be <br />eliminated. Mr. Buckley also expressed a concern with the odors generated from the restaurant. <br />Mr. Alva Bowman, 212 Lake Griffin Circle, Casselberry, Florida came forward. Mr. Bowman stated that there have <br />been three accidents in the past year at North Cypress Way and Lake Griffin Circle. Mr. Bowman expressed concerns with <br />the increased traffic and the increase in the trash in the neighborhood. He said the site is being rezoned to meet the <br />impervious surface requirements. <br />Mr. Henson clarified that the rezoning is requested by the City so the zoning agrees with the future land use <br />designation and it is not being done to meet the impervious surface requirements. <br />Ms. Ellen Grasso, 21 Plumosa Avenue, Casselberry, Florida came forward. Ms. Grasso said she agrees with all the <br />previous speakers. She was concerned with trespassing and an increase in criminal activity. <br />Mr. Bob Palta, 1096 Azalea Lane, Winter Park, Florida came forward. Mr. Palta said that he holds an Urban <br />Development Degree from the University of Wisconsin and he is Vice President of a commercial real estate firm. He said he <br />has worked in retail and restaurant brokerage in the area for the last 12 years. Mr. Palta said that he spends time bringing <br />national restaurants to this part of US Highway 17/92. He said the patio and green space will be an amenity for the residents <br />in this area. He said the business is family owned and operated and the money stays in the community. <br />Mr. Ben Monger, 11 Plumosa Avenue, Casselberry, Florida came forward. Mr. Monger said the other restaurants in <br />the City are not adjacent to residential. He expressed a concern with the headlights shining in their windows. <br />Ms. Joyce Faya, 11 Plumosa Avenue, Casselberry, Florida came forward. Ms. Faya said the blinds need to be <br />closed to keep the headlights from shining in their homes. She expressed a concern with the noise. Ms. Faya said to exit the <br />property you must back into traffic. <br />
