Planning & Zoning Commission/ <br />Local Planning Agency <br />June 15, 2016 <br />Page 3 <br />business, state licensing requirements, the cultural center activities that take place at this location, the recent event <br />held at the site and the shared parking agreement. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />The parking agreement was discussed and the Commission suggested at a future time staff should review <br />Code regarding reviewing parking requirements at the business tax receipt review level. <br />A discussion ensued regarding the type of activities that take place at the cultural center. Mr. Peker <br />explained that the cultural center has been operating in the Central Florida area since 2006. He said the cultural <br />center moved to Casselberry to make if more accessible to the Turkish community. <br />Mr. Peker said the cultural center's purpose is to help Turkish American citizens to integrate in this culture <br />but without forgetting their roots. He said the cultural center offers language and cooking classes and various <br />gatherings. He said it is more interfaith and educational. He said the majority of the time the site is used as an <br />office. <br />In response to the Planning and Zoning Commission question, Mr. Peker said there are no regular church <br />services held at the site but there is a prayer room for the Turkish Community to use. <br />Mr. Henson asked for a motion to address CU 16-11. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve CU 16-11, a conditional use for a cultural center located at 940 South Winter Park Drive <br />based the staff approval, the findings of fact and conclusions of the staff report dated June 15, 2016, and the seven <br />(7) conditions outlined in the staff report. Mr. Bakalla seconded the motion. The motion passed unanimously by <br />voice vote. <br />LPA 16-10 and ZB 16-03 were discussed together. <br />Seventh Item of Business: LPA 16-10: 315 and 351 Concord Drive ((08-21.30.511-OA00.0080 and 08.21-30- <br />511-OA00-0060).
