Planning & Zoning Commission/ <br />Local Planning Agency <br />June 15, 2016 <br />Page 4 <br />PowerPoint Presentation is attached and made a part of the minutes). Addendum 1 was distributed to the Planning <br />and Zoning Commission (a copy is attached and made a part of the minutes). <br />Mr. Fathelbab said staff recommends the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 16-10 to amend the Future Land Use Designation from Seminole <br />County LDR (Low Density Residential) to City of Casselberry PS (Public Service) and ZB 16-03 to amend the Official <br />Zoning Map from Seminole County R -1A (Single Family Residential) to City of Casselberry PS (Public Service) for <br />the subject properties, based on the findings of fact and conclusions, the staff report dated June 15, 2016, and the <br />following findings regarding the rezoning: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and <br />the proposed Public Service Future Land Use Designation. <br />2. The requested zoning amendment is compatible with the surrounding mix of land uses and zoning <br />districts. <br />3. City services are available at the subject properties and will not be negatively impacted. <br />In response to the Planning and Zoning Commission's question, Mr. Fathelbab said there is no economic <br />gain or loss to the City as the parcels were recently annexed from Seminole County. <br />A brief discussion ensued regarding the size of the lake and the aesthetics of a retention pond. Ms. Emily <br />Hanna, Planner II, explained that the goal for these parcels is to provide stormwater retention and a pocket park. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Ms. Hanna explained that there will be a formal site plan review process for this item. Mr. Henson asked for <br />a motion to address LPA 16-10. Mr. Phillips made a motion that the Planning and Zoning Commission provide a <br />favorable recommendation to the City Commission for LPA 16-10 to amend the Future Land Use Designation for the <br />said parcels including the three (3) findings listed in the staff report. Mr. Van Meter seconded the motion. The <br />motion passed unanimously by voice vote. <br />Mr. Henson asked for a motion to address ZB 16-03. Mr. Phillips made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for ZB 16-03 to amend the Official <br />Zoning Map including the three (3) findings listed in the staff report. Mr. Van Meter seconded the motion. The <br />motion passed unanimously by voice vote. <br />
