Planning & Zoning Commission( <br />Local Planning Agency <br />June 15, 2016 <br />Page 2 <br />Fifth Item of Business: LPA 16-02: Prepared Parking Area in Residential Districts Continued. An amendment <br />to Section 3-10.9 to include design criteria for parking of vehicles in residential districts. <br />Ms. Emily Hanna, Planner II, requested this item be continued to the next Planning and Zoning Commission <br />meeting. Mr. Henson asked for a motion to address LPA 16-02. Mr. Van Meter made a motion that the Planning and <br />Zoning Commission continue LPA 16-02 to the next Planning and Zoning Commission meeting. Mr. Phillips <br />seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 16-11: Atlantic Institute / 940 South Winter Park Drive (21-21-30-506-OB00-0020). <br />Conditional use request to operate a cultural center in a CG (Commercial General) district. <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in staff's memorandum dated June 15, <br />2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). Mr. Fathelbab said staff recommends the <br />Planning and Zoning Commission approve CU 16-11, a conditional use for a cultural center located at 940 South <br />Winter Park Drive. He said staffs approval is based on the findings of fact and conclusions of the staff report dated <br />June 15, 2016, and the following conditions: <br />1. A shared parking agreement shall be required within 30 days of approval from the Planning and Zoning <br />Commission or the conditional use approval shall become null and void. <br />2. All applicable licenses and permits shall be obtained prior to the commencement of the business. <br />3. Permits for temporary events at the site must be obtained prior to conducting the events. <br />4. All signage requires a separate permit and must comply with the ULDR. <br />5. There shall be no outside sales, storage, or display of goods, materials or services. <br />6. A new conditional use application shall be required if the use should cease for more than ninety (90) <br />days. <br />7. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question, Mr. Fathelbab said that the Atlantic Institute and the Istanbul <br />Cultural Center share the building space. Mr. Fathelbab explained that the conditional use came about due to a sign <br />being erected without a permit. Pedestrian access between the two sites and the shared parking agreement was <br />discussed. <br />Mr. Henson asked the applicant to come forward. Mr. Huseyin Peker, Executive Director, 940 South Winter <br />Park Drive, Casselberry, Florida came forward. In response to the Commission's question, Mr. Peker said he was in <br />agreement with the conditions of approval. A brief discussion ensued regarding the organizational structure of the <br />
