Planning & Zoning Commission/ <br />Local Planning Agency <br />February 10, 2016 <br />Page 6 <br />A brief discussion ensued regarding the reduction to the residential unit size requirements and the approved parking <br />requirements for the Lake Concord apartment project. <br />In response to the Commission's question, Ms. Hanna stated that the applicant has provided everything staff has <br />requested for the building facade and met the Community Redevelopment District Guidelines. Ms. Hanna said that the project <br />has exceeded the Lake Concord Overlay District Design Guidelines and the project is not within that overlay district. She said <br />that the applicant has gone above and beyond as far as the building elevations and the facade design. <br />A brief discussion ensued regarding the applicant's plans to subdivide a portion of the property to be used for <br />commercial redevelopment in the future. <br />Mr. Henson asked the applicant to come forward. Mr. Burk Hedrick, Bainbridge Companies, 1811 Yorkshire Drive, <br />Winter Park, Florida and Mr. Bob Thollander, Bainbridge Companies, 2227 King Charles Court, Winter Park, Florida came <br />forward. In response to the Commission's question, Mr. Hedrick said tenants are looking for smaller size units. He said if the <br />standard size unit was constructed it would require a 4 story building which would be a higher cost product and would require <br />more space. He said one of the reason they are requesting the parking reduction is because of the lack of space. He said <br />they could not fit the proposed number of units with the amount of parking spaces required. <br />A brief discussion ensued regarding the rental costs for these units, future developments in Maitland regarding unit <br />size and parking requirements, the building materials and the exit on Oxford Road. <br />Mr. Bob Thollander explained that the Oxford Road exit is for residents and guests use only and the leasing office <br />would be accessed from US Highway 17/92. He said there is a gate at the front and rear of the development and is fenced <br />entirely with a decorative fence material. Mr. Hedrick said these will be luxury apartments that are at a lower price point than <br />other apartments in the area. <br />In response to the Commission's question, Ms. Hanna said that staff will be reviewing possible changes to the City <br />Code for unit size requirements. A discussion ensued regarding the gate access, the luxury amenities included in this <br />development, potential commercial development for the outparcels, the current landscaping on the site and the Oxford Road <br />improvements. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />
