Planning & Zoning Commission/ <br />Local Planning Agency <br />February 10, 2016 <br />Page 5 <br />In response to the Commission's question, Mr. Conant explained that there would be a column about every 16 feet <br />and then the panels in between would have about a 6 inch frame around the top. He said it would be presented with an inset <br />panel and outside panel and then a column at both ends. He said there is a cap on each of the columns. <br />A brief discussion ensued regarding any City requirements for uniformity of walls and the City's Overlay District <br />Standards. <br />Mr. Henson asked for a motion to address SPR 15-17. Mr. Bryan made a motion to provide a favorable <br />recommendation to the City Commission for SPR 15-17 and the recommendation is based on the site plan dated January 25, <br />2016, the findings of fact and conclusions of the information provided in the staff report dated February 10, 2016, and subject <br />to the ten conditions of approval outlined in the staff report, supporting the waiver request and including Attachments A — E. <br />Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: SPR 16-01: Bainbridge at Casselberry Apartments. Development of Community Impact site <br />plan review for 336 apartment homes within the Community Redevelopment District. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in staffs memorandum dated February 10, 2016, and <br />a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint <br />Presentation is attached and made a part of the minutes). Addendum Number 1 and 2 were distributed to the Planning and <br />Zoning Commission (copies are attached and made a part of the minutes). <br />Ms. Hanna reviewed the waiver requests and said staff is in support of the waiver requests except for waiver number <br />5 which is to reduce the number of trees needed for mitigation by 250. She said that staff is working with the applicant to <br />determine possible alternatives. <br />Ms. Hanna said that the applicant has provided a parking study that was distributed to the Commission as Addendum <br />Number 2 which identifies two existing projects that currently support that size parking stall. <br />Ms. Hanna said staff requests the Planning and Zoning Commission review the Development of Community Impact <br />site plan application for Bainbridge at Casselberry Apartment Homes (SPR 16-01) and provide a favorable recommendation to <br />the City Commission. She said this recommendation is based on the site plan dated February 2, 2016, the findings of fact and <br />conclusions of the information provided in the staff report dated February 10, 2016, and subject to the five waivers and ten <br />conditions of approval outlined in the staff report. Ms. Hanna said that staff supports waiver requests 1 - 4 with the parking <br />study being taken into consideration; however, staff does not support waiver request number 5 at this time. <br />
