Ms. Hanna said staff requests the Planning and Zoning <br />Commission review the Development of Community Impact site plan application for Casselberry Greenville (SPR 15-17) and <br />provide a favorable recommendation to the City Commission. She said the waiver and the conditions of approval are listed in <br />the staff report. <br />A brief discussion ensued regarding the number of monument signs proposed for the project, Seminole County Fire <br />Department approval of the roundabouts, site visibility from the site with landscaping/sign placement and the possible need for <br />a traffic light in the area. The Commission suggested adding a "hidden driveway" sign due to the speed on that road. <br />Mr. Henson asked the applicant to come forward. Ms. Michelle Tanner, 1117 Robinson Street, Orlando, Florida and <br />Mr. Rick Conant 120 W. Robinson Street, Orlando, Florida came forward. In response to the Commission's question, Mr. <br />Conant said the wall design will be a precast wall system with accent stone on some of the columns and some of the faces. <br />He said it will be a decorative wall. He said the other subdivision walls in the area are primarily brick. He said this wall will be <br />a stucco material with a sand finish. <br />Ms. Tanner said that they concur with staffs recommendation of approval. She noted that there were several <br />Development Review Committee comments relative to the existing city road cul-de-sacs that encroach along the southern <br />property boundary. She said they will be seeking approval of an impact fee credit to offset the necessary road improvements <br />for the City to cure those encroachments. Ms. Tanner said that the roadwork will be done by the applicant as requested by <br />the City. She said the work will include moving those improvements offsite into dedicated rights of way. <br />In response to the Commission's question, Ms. Tanner said the applicant is moving forward with the approvals and <br />would like to start construction as soon as possible. In response to the Commission's question, Ms. Tanner said that there is <br />an existing retention pond that will be expanded towards the secondary entrance. She said that Seminole County owns the <br />retention pond and there is an agreement in place whereby the applicant can use that pond for stormwater retention. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding the number of walls along this area and the cohesiveness of the design of all the <br />walls. Mr. Conant said this particular project has retention ponds on both sides of it so it does not actually adjoin to another <br />property or another frontage fence. He said it is very much free standing in the way it architecturally presents itself. He said <br />the walls will be painted in colors schemes that will match the houses and it will blend with the project. <br />
