She said it is based on the two conditions outlined in the staff report. Mr. Henson asked the applicant to come forward. Mr. Brian Hefner, 604 Courtland Street, Orlando, Florida came forward. There were no questions for the applicant. Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Henson asked for a motion to address SP 16-01. Mr. Phillips made a motion that the Planning and Zoning Commission provide a recommendation of approval to the City Commission for Greenville Casselberry Replat" (SP 16-01), Preliminary Plat, based upon the plat dated February 3, 2016, the findings of fact and conclusions of the staff report dated February 10, 2016, subject to the two conditions outlined in the staff report including Exhibits A —D and the comments thereto. Mr. Bryan seconded the motion. The motion passed unanimously by voice vote. Eighth Item of Business: SP 15-06: The Reserve at Legacy Park, Replat. Plat for a subdivision on Seminola Boulevard within the Seminola Boulevard Overlay District. Ms. Emily Hanna, Planner I, said the Commission has reviewed this item at a prior meeting; however, it was not identified as a final plat. Ms. Hanna said that this item was brought back for clarification that it is a final plat for the Commission's review. In response to the Commission's question, Ms. Hanna said that no changes have been made to the plat. Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Henson asked for a motion to address SP 15-06. Mr. Phillips made a motion that the Planning and Zoning Commission provide a recommendation of approval to the City Commission for "The Reserve at Legacy Park, A Replat", Final Plat, (SP 15-06) based upon the final plat dated September 18, 2015, the findings of fact and conclusions of the staff report dated November 18, 2015, the two conditions listed in the staff report and the comments contained in the three exhibits. Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. Ninth Item of Business: SPR 15-17: Casselberry Greenville.
