Planning & Zoning Commission/ <br />Local Planning Agency <br />February 10, 2016 <br />Page 2 <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />Mr. Bakalla disclosed that he spoke with some residents from his Homeowners' Association regarding the apartment <br />complex (SPR 16-01). <br />Sixth Item of Business: CU 16-02: 1810 SR 4361 Cue Phoria. Conditional use request to sell liquor, beer, and wine at a <br />new location in the CG (Commercial General) zoning district. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in staffs memorandum dated February 10, 2016, and <br />a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint <br />Presentation is attached and made a part of the minutes). Ms. Hanna said staff recommends the Planning and Zoning <br />Commission approve CU 16-02 to allow the on-site sale consumption of alcoholic beverages, 4COP, in conjunction with the <br />operation of a bar/lounge located at 1810 State Road 436, Suites 128,132,136,140 including the nine conditions of approval <br />outlined in the staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Faheem Zia, 4260 Bear Gully, Winter Park, Florida came <br />forward. In response to the Commission's question, Mr. Zia said that he has read and agrees with the conditions of approval <br />outlined in the staff report. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding the current tenants in the strip center. Mr. Henson asked for a motion to <br />address CU 16-02. Mr. Bryan made a motion that the Planning and Zoning Commission approve CU 16-02 to allow the on- <br />site sale consumption of alcoholic beverages, 4COP, in conjunction with the operation of a bar/lounge located at 1810 State <br />Road 436, Suites 128,132,136,140 based on the staff approval, findings of fact and conclusions and the staff report dated <br />February 10, 2016, including the nine conditions of approval outlined in the staff report and Exhibits A —F. Ms. Campbell <br />seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SP 16-01: Casselberry Greenville.
