Ordinance 16-1443 — Voluntary Annexation of 315 and 351 Concord Drive The City Clerk read Ordinance 16-1443 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, CERTAIN LANDS LOCATED IN SECTION 08, TOWNSHIP 21, RANGE 30; REDEFINING THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT EFFECTIVE IN ACCORDANCE WITH LAW THE LANDS TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE ORDINANCE WITH THE SEMINOLE COUNTY CLERK OF THE CIRCUIT COURT AND THE DEPARTMENT OF STATE OF THE STATE OF FLORIDA; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Community Development Director Sandra Smith gave an overview of Ordinance 16- 1443, explaining that this ordinance provided for voluntary annexation of two City -owned properties which were acquired in March and April Of 2016, located at 315 and 351 Concord Drive, Ms. Smith advised that the properties proposed for annexation: 1. Are contiguous to the municipal boundary; 2. Are well-defined and are a compact area; 3. Are not included within the boundary of any other municipality; and 4. Do not create a pocket or enclave. Ms. Smith further advised that all notification requirements of FL Chapter 171.004, Voluntary Annexation, had been met by the City and that if approved on first reading, a Notice of Public Hearing would be placed in the Orlando Sentinel for two consecutive weeks (June 16, 2016 and June 23, 2016) prior to the City Commission adoption hearing on June 27, 2016. She stated that since the properties are owned by the City, there would be no tax revenue received or tax expenses generated, and that once the properties were annexed into the City they would be provided a City future land designation and zoning designation similar to the adjacent properties. She advised that she and her staff were available for any questions the Commission might have. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 16-1443 on first reading. Audience Participation: No one came forward to address Ordinance 16-1443.
