CASSELBERRY CITY COMMISSION <br />Minutes of April 11, 2016— Regular Meeting <br />Page 6 of 10 <br />B. Second Reading of Ordinance 16-1440— Amending City Code Chapter 10, Alcoholic <br />Beverages <br />The City Clerk read Ordinance 16 -1440 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 10 -1, <br />DEFINITIONS OF THE CITY CODE OF ORDINANCES, OF CHAPTER 10, ALCOHOLIC <br />BEVERAGES, PART H, TO INCLUDE A DEFINITION FOR "BOTTLE CLUB" AND <br />"EDUCATIONAL INSTITUTION "; REMOVING SECTION 10 -4, FIXING HOURS OF SALE FOR <br />NEW YEARS EVE; REMOVING SECTION 10 -6, ADVERTISEMENT OF SUNDAY SALES; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 16 -1440 was published in the <br />Orlando Sentinel on Thursday, March 31, 2016. <br />Staff Presentation: Development Services Manager Randy Woodruff advised that this was the second <br />reading of Ordinance 16 -1440 specifically dealing with amendments to City Code Chapter 10 in reference to <br />alcoholic beverages. He further advised that Ordinance 16 -1440 had been presented to the City Commission <br />on first reading on March 14, 2016 and had been approved unanimously by the City Commission at that time. <br />He stated that there had been no amendments to Ordinance 16 -1440 since first reading. He added that staff <br />was available for questions should the Commission have any. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 16 -1440 on second reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 16 -1440. No one came <br />forward to address Ordinance 16 -1440. Mayor Glancy closed the public hearing relative to Ordinance 16- <br />1440. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 16 -1440 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5 -0. <br />C. Second Reading of Ordinance 16 -1441 — Charter Amendments <br />The City Clerk read Ordinance 16 -1441 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, SUBMITTING TO THE <br />ELECTORS OF CASSELBERRY PROPOSED AMENDMENTS TO THE CHARTER OF THE CITY <br />OF CASSELBERRY AT THE REGULAR CITY ELECTION TO BE HELD AUGUST 30, 2016; <br />PROVIDING BALLOT TITLES, SUMMARIES AND TEXT FOR THE PROPOSED CHARTER <br />AMENDMENTS; PROVIDING FOR THE CALL OF A REFERENDUM ELECTION; PROVIDING <br />FOR DIRECTION TO THE CITY CLERK; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />
