City Commission Meeting February 11, 2008 Page 6 Staff Presentation by Gerald Paradise, Community Development Director: The Seminole Economic Enhancement District (S.E.E.D), created by Seminole County mirrors the parameters and requirements of the State of Florida Brownfields program. Resolution 08 -1861 provides for City properties located in the County U.S. 17 -92 Redevelopment Corridor (RPA) to participate in the S.E.E.D Program. As with Resolution 08 -1860, the recommendation of the Community Redevelopment Agency (CRA) is for non - residential properties only. The S.E.E.D. designation allows for the provision of environmental remediation, rehabilitation and may economic redevelopment incentives for the area. Staff Recommendation: Approve Resolution 08 -1861 on first reading and present to the Commission for the second reading and final public hearing on February 25, 2008. Metsopolous, 401 West Seminole Boulevard, Sanford, Florida, was present as representative for the Seminole County S.E.E.D. Program. MOTION: Moved by Vice Mayor /Commissioner Colleen S. Hufford to approve Resolution 08 -1861, County S.E.E.D. Incentive Program, as presented. Motion was seconded by Commissioner Sandra T. Solomon and carried unanimously on a 5 — 0 voice vote. 10. First Reading of Ordinances: A. Ordinance 08 -1236 — Amending City Charter Sec. 36, Procedure for Placing Names on Ballot; Alternative Method of Qualifying The City Cleric read Ordinance 08 -1236 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 36, PROCEDURE FOR PLACING NAMES ON BALLOT; ALTERNATIVE METHOD OF QUALIFYING OF ARTICLE VII, ELECTIONS, OF THE CITY CHARTER; TO CHANGE THE DATE ON WHICH PETITIONS ARE TO BE RECEIVED BY THE CITY AND TO CHANGE THE QUALIFYING DATES FOR MAYOR/CITY COMMISSION CANDIDATES; AMENDING BY ORDINANCE, AS PROVIDED FOR IN SECTION 100.3605, FLORIDA STATUTES; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE." Staff Presentation by Barbara Lipscomb, City Manager: Ordinance 08 -1236 is mandated pursuant to the January 29, 2008 Election, where the voters approved City Charter Amendment 2 to change the City election date to coincide with the August State Primary Election provide for a run off election, if necessary, to coincide with the November State General Election. Ordinance 08 -1236 will approve candidate qualifying period for the third full week in June. The ordinance also approves the petition deadline for the alternative method of qualifying for the third Tuesday in May.
