CASSELBERRY CITY COMMISSION <br />Minutes of February 22, 2016 — Regular Meeting <br />Page 9 of 17 <br />complexes in surrounding areas; possible traffic issues relating to ingress and egress; and color palettes. Mr. Burk <br />Hedrick and Mr. Paul Momberger, representatives of the developer, the Bainbridge Companies, responded to <br />additional questions from the Commissioners on various issues, including building facades; color palettes; parking <br />ratios and parking space size; rationale for the proposed number of units and parking spaces; and ingress and <br />egress issues. <br />Audience Participation: <br />1. Mr. Larry Littrell, 124 North Lost Lake Lane, inquired whether citizens would have any input <br />regarding the design of the proposed bike /pedestrian path along the north boundary of the project <br />which the developer was putting in for the benefit of the citizens of Casselberry. <br />MOTION: Commissioner Solomon moved to approve the site plan for Bainbridge <br />Casselberry Apartments (SPR 16 -01), as presented, including approval for <br />requestedwaivers 1 -4 and conditions of approval 1 -10 as outlined in the Planning <br />and Zoning Staff Report and Addendum dated February 10, 2016. Motion was <br />seconded by Vice Mayor Hufford. <br />Discussion: In response to questions from Mayor Glancy, Mr. Hedrick addressed the issue of the pedestriati/bike <br />path, explaining that the plans were for an 8 foot sidewalk which would also be a bike path which would connect <br />from Oxford Road out to U.S. Highway 17 -92 and hopefully also connecting with the area behind the retention <br />pond. Additional discussion then ensued regarding various concerns, including trees, landscaping and buffering. <br />Mr. Scott Toschlog with Dix Hite, the landscape architect for the project, gave a brief overview of the types of <br />trees and shrubs which were proposed for the project, specifically along the property lines and the pedestrian <br />walkway /bike path. <br />Motion carried unanimously by voice vote 5 -0. <br />C. Neighborhood Strategies Update <br />Staff Presentation: Planner Emily Hanna presented an overview and update of neighborhood strategies to the <br />Commission. She advised that in August of 2013 the Housing Tasking Force had recommended projects for <br />neighborhood enhancements and improvements which were supported by the City Commission and included the <br />following: <br />1. Create a Housing Grant Program <br />2. Partner with other Housing Organizations such as Habitat for Humanity <br />3. Create a Street Art Program <br />4. Purchase the Casselberry golf course <br />5. Create a linear park along Palm Drive from Marigold Road to Hibiscus Road <br />6. Designate districts for the City's residential communities such as the Lake District, Flower <br />District, etc. <br />Commissioner Aramendia left the Commission Chambers at 6.•16p.m. CotmnissionerAramendia returned to the <br />Commission Chambers at 6:18 p. m. <br />
